Main purpose of role
The United Kingdom Government’s Mission to the United Nations in New York is offering an exciting opportunity to join the Security Council Team as Senior Policy Adviser (Counter Terrorism and Lebanon/Middle East).
Terrorism and violent extremism are priority issues for the UK. Our work with international partners is critical to how we tackle these challenges. But the manner in which countries deal with these threats can be very different. The UN is the place where all countries’ different approaches to countering terrorism and preventing violent extremism collide. We and our partners have to work hard to ensure that our ideas win the debate and that the UN system and its Member States adopt the right approaches.
Lebanon and the wider Middle East are high profile files within the Council, and the UK plays a key role in shaping the UN’s approach. The job holder will bring MENA expertise and deft political antenna to shape and deliver the UK’s approach. This role involves substantial analytical and negotiating work. It requires the holder to develop and utilise in-depth geographical and thematic expertise, comprehensive understanding of the United Nations, and to perform to a high level.
The job holder will represent the UK in Counter Terrorism Committee and 1267 Al Qaeda/Daesh sanctions committee of the Security Council, participate in negotiations on Council and General Assembly products, and advise the Permanent Representative and other senior colleagues on key issues. Roles and responsibilities
Responsibilities include, but are not limited to, those outlined below. The successful candidate should be prepared to work flexibly across a range of tasks, including:
- Acting as Senior Policy Adviser and UK Mission focal point on Counter Terrorism and Lebanon/Middle East. (30%)
- Working independently to represent and lead negotiations on high-profile resolutions and other products in the Security Council, General Assembly, and other UN forums, building a range of contacts with key counterparts in other UN Missions. (20%)
- Representing the UK at UN meetings and special events, providing advice, briefing and other policy support to Ambassadors and other senior UK Mission officials in New York, and delivering impactful inward visits from UK senior officials and Ministers. (20%)
- Developing effective relationships with a range of CT and MENA counterparts in London and a range of other stakeholders including in the UN and civil society. (20%)
- Providing policy cover and support as needed to other members of the team and wider Mission. (10%)

- 2-3 years of relevant work experience in foreign policy.
- Experience of work in a fast-paced, professional office environment.
- Excellent written and oral communication, particularly with senior stakeholders.
- Ability to conduct in-depth policy research and produce high quality briefings for a variety of audiences.

Core Hours
While many jobs in the US Network are able to offer some flexibility in terms of working hours, core business hours are 09:30 to 15:00 (in the local time zone) Monday through Friday.

Unique Tax Rules
Please note that the tax arrangements imposed by the US on staff working for foreign governments, as well as those imposed by the UK Treasury on British and dual nationals working for the UK Government overseas, are atypical. The UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. Instead, a US taxpayer is required to file taxes as if they are self-employed, and a FICA allowance is granted for those required to pay the employer contribution.
Certain categories of staff (for example dual UK-US nationals and some visa holders) who work at Consulates General are not subject to US taxes. As a result, the tax treatment of an employee’s compensation will vary depending on their work location and citizenship status—whether they are a U.S. citizen, dual citizen, lawful permanent resident (green card holder), or a foreign national without a green card. In alignment with HM Treasury policy, employees of the UK government in the US who are deemed tax-exempt by the IRS (i.e., not liable for U.S. taxes) receive a tax-abated salary, also known as a net salary. For all other employees, the UK Government cannot withhold taxes (including FICA) on behalf of a US taxpayer. These employees must directly remit taxes on a quarterly and annual basis to the relevant tax authorities.
For those not subject to US taxes the UK Government reduces gross pay to a level broadly equivalent to taxed net pay. There are also social security implications for dual UK-US nationals. Please keep all this in mind when looking at the salary and the benefits package. Working patterns
This role is in-person and full-time at 40 hours per week, with a typical work schedule of Mon-Fri, 9 am – 5 pm. Please note that this role will require reasonable flexibility for regular events outside of normal working hours and willingness to work additional hours as necessary, especially during peak periods throughout the year.
