arche noVa e.V.- Initiative for People in Need is an independent non-profit and non-governmental organisation (NGO) from Dresden/Germany working primarily in the field of humanitarian aid, rehabilitation and development. Our main focus on water, sanitation and hygiene (WASH).
arche noVa is implementing projects for IDPs in North Iraq/Kurdistan (Diyala and Kirkuk province) since September 2013. For supporting the implementation of the arche noVa relief measures in the fields of WASH and livelihood in northern Iraq we are looking for a
(Junior) Programme Development and Reporting Officer (f/m/d)
The purpose of this role is to enhance the capacity of arche noVa (AN) Mission in Iraq in terms of developing successful grant proposals to institutional donors as well as delivering high quality reporting related to the implementation of AN’s existing programmes and projects. Under the overall supervision of the Head of Mission, the direct supervision of the Head of Programmes and in close coordination with all programme staff in the Mission, the successful candidate will be responsible and accountable for assisting with the development of project proposals and reporting in support of AN Iraq country strategic priorities as well as donor communications. The Programme Development and Reporting Officer is located in Erbil, Iraq.

Responsibilities:
- In close coordination with Head of Programmes, track submission progress, and review and edit interim and final project reports for donors and AN HQ, ensuring adherence to project proposals, signed agreements and institutional reporting requirements;
- Contribute to drafting new concept notes, project proposals, submission packages and other project documents in close coordination with relevant managerial and thematic units within AN;
- Verify that the development of projects is in line with donor profiles and donor priorities as well as AN internal requirements and standards;
- Assist in developing approaches to expand AN donor base in Iraq, including research and mapping of funding trends and sporadic support to donor liaison events;
- Coordinate donor agreements and project activation with managers and finance colleagues;
- At proposal development, work closely with the MEAL unit to facilitate consistency and quality across logical frameworks, results matrix or other monitoring and evaluation aspects required by AN and donor standards;
- Support AN’s Knowledge Management (KM) by ensuring that project documents, donor agreements, periodic reports and key correspondences are archived on AN NextCloud e-platform in line with established procedures
- Participate in donor briefings, conferences, workshops, Cluster meetings, working groups, etc. as requested by the Head of Mission and Head of Programmes;
- Perform such other duties as may be assigned
Requirements:
Education
- Master’s degree in Development, Social or Political Sciences, Management or a related field from an accredited University
Experience
- First experience in the field of humanitarian and/or development cooperation, project design, and/or project implementation; also in form of an internship
- First work experience in project development, research, report writing and logical framework approach; also in form of an internship
- First experience in liaising with governmental authorities relevant as well as other national and international institutions desirable; also in form of an internship
- Experience of working with ECHO, UN OCHA and/or BMZ projects is a strong asset
- Work experience in/familiarity with the MENA region is an additional asset
Skills
- Strong writing, compilation and research skills are essential
- Knowledge of humanitarian / development project cycle and project development standards by key donors
- Knowledge of NGO programming
- Knowledge in at least one of the following fields: Water, Sanitation and Hygiene; Food Security and Livelihoods; Education; Protection will be an asset
Languages
- Proficient English in speech and writing; Arabic skills a distinguished asset, German an additional asset

Duration: three months with the possibility of extension
