The USAID Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) project is the primary vehicle through which USAID procures health commodities, provides technical assistance to improve partner countries’ management of supply chains, and collaborates with key international stakeholders to support global health initiatives. The Lab Strategic Sourcing Lead leads assessment of market trends, suppliers and products with the goal of improving sourcing strategies and supplier management for laboratory supplies and other products, as requested, for the Global Health Supply Chain-Procurement Supply Management (GHSC-PSM) project. The primary focus will be procurement and related support to the HIV/AIDS programs. The Lab Strategic Sourcing Lead reports to the Strategy Director within the Global Supply Chain (GSC) Strategy Team. The Lead will work closely with the project’s planning team, integrated supply chain managers, procurement teams, country offices, and others. The Lead will help ensure strategic direction and priorities for the supply of lab products and other items, including support sourcing events and contract-related negotiations. The Lead will also collaborate actively within the cross-market GSC Strategy Team and with other functional units within GSC, including planning analysts, procurement specialists, quality assurance staff, and deliver/return staff, among others.

Responsibilities

  • Identify, analyze, and make recommendations to sourcing strategy development, using historical procurement data, market research and analytics, quality assurance inputs, supplier and partner intelligence, and client input.
  • Lead or oversee Lab and other strategic sourcing processes across categories of suppliers, with a focus on general lab and medical supplies as well as selected specialized products including diagnostics. Engage existing and new wholesalers and manufacturers, to negotiate best value, pricing and other relevant terms in contracts.
  • Lead collaboration or act as liaison for GHSC-PSM headquarters and field office functional teams and USAID stakeholders to collect critical market and supply chain inputs and assess commodity sourcing opportunities and risks.
  • Enhance supplier relationships by developing and continually improving upon post-award supplier processes, manage suppliers scorecards, and coordinate ongoing supplier performance improvements.
  • Manage the agenda and work of periodic business reviews for selected suppliers, in coordination with the executive sponsors and technical leads, to provide overall governance of supplier performance management.
  • Provide technical guidance and expertise for technical working groups. Provide project management support as needed.
  • Monitor and report status and results of strategic sourcing and supplier management activities to GHSC-PSM leadership.
  • Support responses to ad hoc data requests from the client.
  • Perform other duties and responsibilities as required.

Qualifications

  • Bachelor’s degree in a relevant field required, Master’s Degree preferred
  • Minimum 8 years’ work experience in supply chain, health programs, or health products/ medical supplies procurement, lab procurement preferred
  • Project management experience in a technically relevant field required
  • Experience with conducting qualitative and quantitative research and using data analytical tools, including Excel
  • Demonstrated ability to communicate clearly and concisely both orally and in writing
  • Ability to work both independently and as part of a team
  • Experience working in a cross-collaborative and cross-cultural environment
  • Experience liaising with suppliers, clients and/or partners in analytic, strategy development and performance management activities preferred
  • Familiarity with commercial and/or government procurement practices preferred
  • Familiarity with USAID beneficiary countries or other resource constrained countries a plus
  • Foreign language proficiency a plus
