UNHCR, the UN Refugee Agency, is offering a consultancy within the Office of the Senior Coordinator on Prevention from and Response to Sexual Exploitation and Abuse and Sexual Harassment (SEA/SH).
UNHCR has been at the forefront of the fight against sexual exploitation and abuse against the people supported by the organization (refugees, internally displaced persons, stateless persons, asylum-seekers, returnees), as well as against sexual harassment in the workplace, for many years. This commitment has been reflected in a series of measures to address these two forms of misconduct, including prevention, awareness-raising, effective investigation, victim and whistle blower protection, and robust action against those found to have engaged in sexual misconduct.
We work in an environment shaped by significant power differentials and deep-rooted inequality, in which the conditions that can give rise to sexual exploitation and abuse, and sexual harassment, are pervasive. UNHCR aims to strengthen the prevention of SEA and SH by nurturing an organizational culture, leadership and workplace practices that uphold UNHCR’s values and ensure that each colleague understands his or her roles and responsibilities to prevent and respond to SEA and SH. In addition, the organization seeks to provide, through robust internal systems, a diligent, appropriate and sensitive response to all incidents of SEA and SH that places the rights and protection of victims, survivors and persons directly affected at the centre of our actions.

Organizational context
In order to lead and coordinate UNHCR’s work on SEA and SH, the High Commissioner has appointed in March 2018 a Senior Coordinator. The Senior Coordinator is reporting to the Deputy High Commissioner who is chairing a Task Force on Sexual Exploitation and Abuse and Sexual Harassment with Director-level membership across the Organization. The Senior Coordinator (D1) is supported by a small team. The Senior Coordinator furthermore receives support from a working group (hereafter the Working Group on SEA and SH), which has a multifunctional set-up and includes key UNGCR entities involved in addressing the issue. This consultancy position will be located within the Senior Coordinator’s Office and will report to the Senior Policy Advisor (Protection, SEA/SH).
In September 2019, the High Commissioner assumed the role of IASC Champion for Protection from Sexual Harassment and Abuse and Sexual Harassment until December 2020. A range of initiatives have been launched and/or announced by the High Commissioner in support of these priorities, and are being taken forward by the SEA/SH team in close coordination with sister UN agencies and NGO partners, as well as through the IASC Results Group on Accountability and Inclusion, which UNHCR co-chairs together with UNICEF. One of the deliverables in the context of the HC’s championship was the development of an interagency learning programme (LP) on SEA/SH for partner agencies. This LP has been developed and is now being rolled out and used across the world. In addition, UNHCR has been developing its own internal learning programmes, separately on SEA and SH, the finalization and initial (on-line) roll-out of which is the main purpose of this consultancy. (As a result of COVID-19, most training activities have been converted into virtual/ online delivery for the time being.)
In addition, as a part of UNHCR’s new 2020-2022 Strategy and Action Plan on tackling SEA and SH several learning products (videos and webinars) are being developed specifically intended for virtual delivery (to fill the gap in the absence of face-to-face learning opportunities).
The consultant will support the finalization of learning materials and the virtual roll-out (including through training of trainers) of and engagement on a broad set of learning activities, under the guidance of the Senior Policy Advisor (Protection, SEA and SH).
The position
Training, support to finalization of materials, coordination and roll-out: In 2019/2020, UNHCR developed a package with PSEA and SH learning materials to be used in face-to-face training for all UNHCR personnel (1 ½ day workshop). The incumbent will support, under the guidance of the supervisor or other team members, the finalization of the learning materials (including adaptation for on-line use) and the (initial) roll-out and promotion of the UNHCR training packages (and the further promotion and roll-out of the interagency partner training package and other SEA/SH learning materials, as needed).
Duties and responsibilities
• Work with external vendor to finalize materials (PowerPoint presentations, tools, Facilitator Guide in Articulate Rise – note that materials are 90% ready, including case study videos);
• Work with UNHCR’s Global Learning and Development Center (GLDC) towards factsheet recordability (formal inclusion of completion of training in learner’s training records) and inclusion of materials in Learn & Connect (UNHCR’s online learning platform, or otherwise inclusion of materials on intranet, if decided to be best option);
• Work to create launch and promotion and communication materials related to the training packages (email messages, brochures, web story, inclusion in Transformation Brief, etc.);
• Planning, preparation and coordination of online sessions to introduce, promote and explain the UNHCR Learning Programmes;
• Work with regional focal points on roll-out (including management of Mentimeter licenses);
• Delivery of online sessions for regional groups, country offices, relevant networks (including PSEA Focal Points, Peer Advisors, Risk Advisors, HR Partners, etc);
• Provide distance support to colleagues who are delivering the Learning Programmes in face-to-face mode (on substance and practicalities, such as how to print & prepare the materials);
• Collect feedback and comments on Learning Programmes, with a view to improve the materials;
• Seek to collect information on uptake (number of staff trained) and impact and evaluation, in coordination with GLDC;
• Coordinate translation in French/Spanish (including quality check), as well as formatting of materials in other language versions;
• Promote other language versions as soon as available;
• Support & promote further roll-out, use of interagency Learning Programme “Saying NO to Sexual Misconduct” for partners, together with other UN agencies as needed;
• Support development and use of other SEA/SH training materials.
Essential minimum qualifications and professional experience required
• Undergraduate degree (equivalent of a BA/BS) in Journalism, Communications, Law, Social Sciences or a related field plus minimum 6 years of previous work experience relevant to the function. Graduate degree (equivalent of a Master’s) with 5 years or Doctorate degree (equivalent of a PhD) with 4 years of relevant working experience may also be accepted.
• Good communication skills, good writing skills and good knowledge of computer applications.
• Previous experience related to Protection from Sexual Exploitation and Abuse, Sexual Harassment and/or Gender-based Violence (GBV), community-based protection/outreach.
• Previous experience in training delivery, and experience with development of learning materials, preferably on SEA/SH or GBV.
• Strong planning, organization and time management skills.
• Good knowledge of English.
• Able to work with Word, PowerPoint, Excel and other standard applications
• Ability to work independently, a self-starter.
Desirable Qualifications & Competencies
• Knowledge of UNHCR programmes, policies and activities.
• Completion of UNHCR learning programmes or specific training relevant to functions of the position.
• Knowledge of additional UN languages (French or Spanish would be an asset).
• Experience in delivering training via WebEx, Teams or Zoom.
• Experience in using Articulate Rise.
• Experience in monitoring and evaluation of training results / impact.
Location
The successful candidate will be home-based with some travel if necessary.
Conditions
The consultancy is for six months and the start date is in January 2021. It is a full-time role with working hours starting from 8.30am to 5pm Monday to Friday (40 hours per week).
