Position Description

EnCompass LLC is seeking candidates for a Learning Technology & Innovation Specialist II role on one of our current projects. The Learning Specialist II is the technical and management focal point for the Technology Enhanced Learning (TEL) workstream and the GROW TEL Hub for the USAID-funded Generate Results within Our Work (GROW) project. The GROW Learning Specialist II is accountable for the design and delivery of effective virtual learning activities under TEL. In partnership with other workstream leads and PMT, the GROW Learning Specialist II ensures the application of high-quality standards for virtual sessions/webinars, manages virtual requests across GROW workstreams and the STTAs required to fully meet those requests, serves as an in-house tech-expert for new, industry-standard technologies for virtual events and the Democracy, Human Rights and Governance (DRG) Conference, and manages the DRG Center’s portfolio of e-learning modules.

This is a Fixed-Term position and is remote. However, as required by the contract and in agreement with the contract TOCOR, may be expected to work from client sites in the Washington DC metro area up to 1-2 days per week. The GROW LSII / TEL Lead position is a Key Personnel position.

Expected to be fully remote until November 2021. Must be legally authorized to work in the US for any employer without sponsorship. As a covered Federal contractor, EnCompass must comply with the President’s Executive Order 14042 and the follow-on guidance issued by Safer Federal Workforce Task Force on COVID-19 Workplace Safety. Therefore, all US-based EnCompass employees must be fully vaccinated against COVID-19 by December 8, 2021, to include staff working from home.

Position Duties and Responsibilities

Essential functions include:

Management

  • Manage virtual learning activities:
    • Manage activities from design to implementation, including scope, timeline, quality assurance for assigned learning activities
    • Manage consultants and external producers to develop virtual learning activities, ensuring that they follow the GROW TEL SOPs and remain on time and professional in delivering expected materials
    • Commission and manage additional internal and external resources as required
    • Manage deliverables and reports including but not limited to Weekly Updates, DRG Pages, After Action Reports, etc.
    • Manage TEL learning evaluation systems and processes and communicate information with clients
    • May supervise and/or mentor staff

Technical

  • Bring expertise and thought leadership by offering innovative methodologies and approaches to training, virtual sessions and convening (particularly DRG Conference)
    • Work with subject-matter experts to define learning objectives, identify learning solutions, select content and create evaluation measures
    • Develop dynamic, experiential virtual learning session designs including macro designs based on client content, micro designs, and session scripts, using creative, innovative and evidence-based approaches
    • Provide technical support to the design, development, and creation of videos, animations and e-games and other technology-enhanced learning assets
    • Provide technical support to needs assessments and training evaluation, using mixed methods approaches
    • Respond to on-demand requests that focus on the use of technology, or communication skills
    • Serve as technology lead for the 2022 DRG Conference
    • Procure a Conference platform
    • Design and deliver high-level production plenaries
    • Liase with vendor to setup and deliver the platform according to timeline
    • Manage internal and external stakeholders including the Conference Committee, producers, speakers, etc.

General

  • Develops and maintains positive and productive relationships with all project stakeholders
  • Commitment to and willingness to advocate for integrating gender and inclusive development and diversity, equity, and inclusion into technical and operational tasks and activities
  • Serves as a resource to Business Development teams by contributing to proposal development processes to include developing LOE estimates and writing technical approaches
  • Engages fully as a member of the EnCompass staff team, including participating in staff meetings and other applicable EnCompass meetings and discussions
  • Other duties as assigned

Position Requirements

Qualifications

  • Bachelor’s Degree & 8+ Years’ Experience; or Master’s Degree & 6+ Years’ Experience

Experience and Skills

  • Experience in designing and facilitating interactive learning experiences and designing curricula based on experiential, adult-centered learning, and using blended learning and innovative technologies
  • Knowledge of the principles of learning including adult learning, learning styles, participatory methods, instructional design, Appreciative Inquiry, whole systems design, e-learning and related topics
  • Experience in e-learning design, webinar production, and face-to-face facilitation
  • Adept at identifying and framing problems, setting priorities, and making critical assessments
  • Exceptional presentation, communication (verbal and written), and facilitation skills
  • Ability to confidently engage with staff and clients at all levels to define needs and expectations, collaborate on projects, and communicate results
  • Experience in the field of international development (USAID experience preferred), working in cross-cultural environments
  • Proficient in the use of Adobe Connect, WebEx, and/or Zoom, as well as the Microsoft Office suite
  • Experience working or living overseas and ability to travel internationally preferred
  • Ability to work in an appreciative and strengths-based environment
  • Fluency in language(s) other than English preferred
