Bioforce is looking for a Capacity & Networking Expert in Lebanon to support local Civil Society Organizations in their organizational and collective development.

Since July 2018, Bioforce has been leading a consortium with Groupe URD and North LEDA in charge of implementing a project in Tripoli. This project aims to reinforce the leadership and the capacities of local actors in the response to crises in the Tripoli district. You will be responsible for supporting local CSOs/NGOs in implementing their individual and collective capacity building plans by ensuring regular and up-close working relations with them, technical experts, andthe Head of Mission (HoM).

You will also be fully in charge of providing support and guidance to local CSOs and NGOs for initiating a network of civil society organizations in Tripoli. As a catalyst and convenor, you’ll bring together people, information and ideas in the spirit of collaborative actions.

ROLE AND RESPONSABILITIES

Roles and responsibilities:

Under the overall guidance of the Head of Mission (HoM) and in consultation with the technical department of Bioforce’s HQ

· Initiate, foster and support the facilitation of meetings for emergence of a network of civil society organizations in Tripoli

· Provide technical support in the implementation of capacity building actions and act as relay for to oversee the technical aspects of programme activities

· Facilitate the operationalization of the capacity building activities through close connections with beneficiary CSOs

· Ensure continuous communication with CSOs

· Support the HoM in his role of focal point for the CSOs

· Engage closely with CSO’s to better understand their action plans, identify constraints to program activities and report to HoM to mitigate those challenges

· Contribute with the HoM to develop work plans and work guides in accordance with the needs and planned actions of the CSOs.

· Contribute to the continuous identification of additional capacity building needs

· Ensure the monitoring and evaluation of the capacity building activities

· Contribute to the recruitment and monitoring of technical experts for the capacity building activities

· Prepare periodic reports and submit them to HoM

· Provide inputs / recommendations to HoM to adapt tools and resources according to context and implementation progress.

· Coordinate with the HoM to implement the activities related to Capacity Building and networking activities.

· Provide technical inputs to the monitoring and reporting of the programme

· Contribute to the monitoring progress on programme activity, results and indicators under the portfolio;

· Implement any additional activities or directives as per the business requirements and the direction of the HoM.

Main requirements

Training
Relevant university degree and/or 5 recent years’ experience relevant to the position.

Skills and experience

ü At least 5 years of experience in Civil Society Strengthening/Capacity Building, Coordination and Networking in the humanitarian/development sector.

AND

Extensive experience in the following domains:

ü Capacity building/Learning and Development

ü Coordination mechanisms and best practices

ü Facilitating meetings with groups of diverse backgrounds and interests

ü Facilitating dialogue and building consensus

ü Project management,

ü Mobilization and institutional capacity building of community local actors

Knowledge and skills

Strong natural leadership to bring people together

Capacity building/Learning and Development

Demonstrated knowledge and understanding of relevant CSO networks and organizations in Lebanon

Excellent communication, networking and facilitation skills

Strong skills in coordination and partnership management

Strong skills in reporting

Sound experience in dealing with CSOs/NGOs managing institutional grants and knowledge of donors’ requirements

Strong communication and writing skills

Excellent time management skills and resourcefulness with strong attention to detail.

Extensive use of Microsoft Office Suite

Fluent in Arabic and English

French (a real asset)

Existing Network in Tripoli (ideal but not mandatory)
