Background    
     
    The Programme Office in Bishkek (POiB) intends to support an initiative of Kyrgyzstan’s Ministry of Foreign Affairs aimed at enhancing capacities of state bodies responsible for international economic activity. The POiB will provide expert support to support oblast administrations in developing investment “passports” for all the seven oblasts of the country. These investment passports are a visually-attractive summary of socio-economic information about the oblast, that will be used to promote direct investments to the regions.
The POiB will contract one local expert under SSA modality to work alongside oblast administrations and develop investment “passports” for all the seven oblasts of the country. The local SSA expert will communicate with plenipotentiary representatives in all seven oblasts and will also work in close cooperation with the Agency of Promotion and Protection of Investments (APPI) in the process of development of “passports”. The local expert will conduct online meetings with plenipotentiary representatives if needed to gather information needed for “passports”. The MFA of the Kyrgyz Republic will ensure active participation of representatives of oblast administrations in this exercise. Once developed the investment “passports” will be uploaded on the website of APPI, in the section related to investment opportunities in Kyrgyzstan and distributed by the MFA to perspective investors through diplomatic channels.
     
Tasks and Responsibilities    
     
   
  1. Collect and analyse relevant information needed to develop investment “passports” for all the seven oblasts of the country;
  2. Develop investment “passports” for all the seven oblasts of the country;
  3. Communicate with plenipotentiary representatives in all seven oblasts and work in close cooperation with the Agency of Promotion and Protection of Investments (APPI) in the process of development of “passports”.

Necessary Qualifications    
     
   
  • University degree in economics, business, international development, social or political sciences or other related fields;
  • At least 3 years of relevant technical experience in increasing economic growth, investment, workforce development, value chain competitiveness, agricultural development activities and/ or other related fields;
  • Proven experience in conducting similar work/ consultancy assignments (sample documents to be attached to the application);
  • Fluency in written and oral Russian. Knowledge of Kyrgyz language both written and oral is an advantage;
  • Experience working for donor-funded projects is an advantage.

Remuneration Package    
     
    Remuneration will depend on the selected consultant’s qualifications and experience and be in accordance with OSCE established rates.
