Project Objective:

The purpose of the USAID/RDMA Thailand CTIP Assessment is to conduct an in-depth assessment to understand the role, activities, available resources, interests, challenges, and gaps in counter-trafficking in persons (CTIP) programming in Thailand. The overall assessment design, methodology, and work plan will aim to reach the broadest range of informants, including Royal Thai Government (RTG) officials, national and international CSOs, private companies, academic/research institutions, international donors, USAID implementing partners, at-risk populations (e.g. regular and irregular migrant workers and victims of trafficking, especially from Burma, Cambodia, and Laos), affected communities, and other key CTIP actors. The Assessment will influence USAID/RDMA’s decision-making on programmatic approaches, areas, and strategies of its new activity to address CTIP in Thailand.

As part of the Assessment, the team will be expected to:

  • Conduct a preliminary desk review to determine TIP/CTIP priorities, areas of studies, geographic scope, sectors and subsectors (including but not limited to fishing, construction, and agriculture) that will best achieve the purposes of the Assessment;

  • Conduct systems exercises to identify key stakeholders, clarify their focus of work (prevention, protection, prosecution, partnership), and map cooperative and collaborative CTIP networks;

  • Analyze gender and other diversity issues related to CTIP programming;

  • Include innovative research and technological approaches to addressing TIP;

  • Consider how the COVID-19 pandemic has affected TIP in the country;

  • Design a “Niche Finders” workshop and facilitate a discussion with USAID to brainstorm and identify potential areas of future programming, based on an understanding of the current CTIP situation in Thailand, roles played by other stakeholders, and identified future trends; and

  • Provide recommendations to increase the effectiveness of TIP prevention programming and initiatives to protect, rehabilitate, and reintegrate victims using best practices of victim-centered and trauma-informed approaches, including how USAID can most effectively engage with NGOs, public international organizations, and the RTG.

Position Description

SI is seeking an individual with a background in international development to fulfill the role of local Logistician/Research Assistant on this assessment. The Logistician is primarily responsible for scheduling interviews with relevant individuals in Thailand, as determined by the document review and at the discretion of the evaluation team. A detailed breakdown of responsibilities is listed below. This is a part-time position reporting to the Team Leader and working closely with the SI management team, as well as other evaluation team members with CTIP Assessment expertise. This is a short-term consultancy with an estimated level of effort (LOE) of 30 days, and a period of performance from May – October 2021.

Please note: This is a local position. Only those in Thailand will be considered.

Responsibilities:

  • Collecting contact information of targeted informants and conducting outreach to selected individuals

  • Assist in note-taking, and possibly translation, for data collection

  • Scheduling interviews in a manner that ensures efficient allocation of time and re-confirming interviews with study participants

  • Identifying and confirming locations for interviews to take place

  • Frequently updating a shared schedule on SI’s SharePoint platform

  • Maintaining accurate lists and contact information for study participants

  • Other activities that might be required to facilitate data collection, such as acquiring transportation and/or lodging for the evaluation team

Qualifications:

  • At least two years of experience working for international development organizations.

  • Background in administration and/or logistics for research studies.

  • Demonstrated organizational skills and attention to detail.

  • Ability to work independently to meet deadlines and adhere to high quality standards.

  • Strong professional written and verbal proficiency in English and Thai required.
