The purpose of the officer position is to provide support for the implementation of logistics/procurement functions in Kirkuk Office.

 

Generic responsibilities:

  1. Organize all logistics process and ensure adherence with NRC policies, tools, handbooks, guidelines and donor regulations.
  2. Prepare and develop status reports as required by management in weekly, bi-weekly and monthly basis
  3. Establish and maintain good contacts with suppliers, government offices, and other NGOs with regards to logistical matters.
  4. Establish proper filing system of all logistics and procurement documents.
  5. Promote and share ideas for improvement of the Logistics function
  6. Ensure proper Procurement, Warehouse, asset, fleet management at the office
  7. Conduct frequent follow up, supervision and spot checks regarding procurement, warehouse, fleet and inventory operations of area offices
  8. Implement internal controls and procedures for ensuring strict compliance with the NRC Mission’s Logistics Handbook and its standard operating procedures.
  9. Propose capacity building plan for the logistics team.

Specific responsibilities

  1. Ensure that all procurements and done in accordance to NRC logistics policies, procedures and donor guidelines
  2. Participate in procurement planning and follow up with program section to ensure requisitions are received in a timely manner to ensure program continuation
  3. Participate in the identification of suitable and reliable suppliers and service providers and ensure that NRC interest protected in relations to pricing, quality and timely delivery.
  4. Ensure that the procurement reports are prepared and submitted on time to Line Manager.
  5. Manage all procurement activities that includes all procurement requested from the field offices.
  6. Manage tenders and ensure it is complaint with NRC and donors regulations.
  7. Ensure daily update for the procurement-tracking sheet.
  8. Ensure proper recording and updating of asset register and ensure the appropriate coding and tags placed on each item at field office.
  9. Direct report to Logistics Coordinator for any issue related to logistics operation in filed office Tuz community center.
  10. Provide regular support to the logistics staff in terms of Asset, fleet, procurement & generator management.
  11. Conduct regular market survey to ensure that vendor data base is updated, including monitoring of supplier performance and obtain necessary documentation.
  12. Provide regular support to the logistics staff in terms of Asset, fleet, procurement & generator management.
  13. Ensure all Procurement, Fleet, generator and Asset related documents are archived on office 365 & IQ Kirkuk logistics group on daily basis and according to SSD SOP

 

  • Minimum of 3 years’ experience from working as a Logistician in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Fluency in English and Arabic Language
