Chemonics seeks a Malaria Team Supervisor to support the Global Health Supply Chain- Procurement Supply Management Project based in Arlington, VA. The Malaria Team Supervisor oversees the day to day operations and performance of a portfolio of commodity procurements. The Malaria Team Supervisor is also responsible for coordinating with staff across the supply chain, including the Strategy Team (strategic sourcing, supplier relationship management, market dynamics), the Plan Team, the Quality Assurance team, Finance team, and the Deliver/Return team to ensure proper shipment of orders and effective end to end portfolio management. GHSC-PSM is the primary vehicle through which the U.S. Agency for International Development (USAID) procures and provides health commodities for countries receiving U.S. government foreign assistance. The project also provides technical assistance to improve the efficiency, reach, and sustainability of in-country supply chains and is supported with funding from the U.S. President’s Emergency Plan for AIDS Relief, the U.S. President’s Malaria Initiative, USAID’s family planning and reproductive health program, and USAID’s maternal and child health program.

Responsibilities include:

  • Oversee the day-to-day work of Procurement Specialists including workload distribution, performance management, and capacity building

  • Supervise a team of Procurement Specialists in conducting sourcing (RFXs – RFIs, RFPs, RFQs), fulfillment, allocation, and bid evaluation exercises and implementing approved allocation methodologies for pharmaceutical products used in the treatment of malaria

    • Review and create RFXs (RFIs, RFPs, RFQs) leveraging evaluation criteria to gather requirements, determine evaluation criteria weighting, and develop technical questions

    • Review or conduct eRFX (RFI, RFP, RFQ) events using ARTMIS e-sourcing platform

    • Monitor the tender submission process for formatting, completeness, consistency, and compliance

    • Supervise, review and evaluate RFX responses leveraging standardized scoring methodologies. Supervise the management of data related to the tendering process

  • Manage target cycle time metrics goals for team

  • Provide on the job training and onboarding in procurement management and all related processes to team members

  • Establish performance goals and career development plans for a team of procurement specialists

  • Implement and refine policies, procedures, work instructions and guidance documents related to the Procurement function in the Global Supply Chain (GSC) unit

  • Support strategic sourcing strategy development and implementation, in collaboration with Strategic Sourcing, Market Dynamics, the Supplier Relationship Management team, USAID, and GSC teams

  • Review requests and/or obtain country office and/or USAID mission approval for Requisition Orders

  • Oversee coordination with the Forecast and Plan team, to determine whether requested products can be procured by internal distribution order (DO), supplier purchase order, or whether competitive sourcing is required and provides guidance to procurement specialist for complex orders

  • Continuously identify emergency, or critical sourcing events that require management intervention, collaborating with USAID, Country Programs, other GSC teams, and suppliers as required

  • Ensure the completeness and accuracy of contracts, including monitoring all related liabilities and third party contracts

  • Ensure visibility of sourcing event status Task Orders to internal and external stakeholders, including USAID, GHSC-PSM Country Programs and GSC teams

  • Accountable for on time delivery and performance of their portfolio

  • Provide proactive and courteous customer service communication both verbal and written formats

  • Continuously work to improve and broaden health commodity product knowledge and to improve existing processes

  • Liaise with ISC Managers to ensure coordination across the global supply chain

  • Liaise with Quality Assurance/Quality Control team

  • Liaise with Deliver/Return (Freight Team) to ensure all proper waivers and documentation are prepared to pickup and ship goods to final destination

  • Stay abreast of and communicates any changes in contractual requirements

  • Perform other duties as assigned

Qualifications:

  • Bachelor’s degree or equivalent work experience required

  • Minimum 7 years of procurement, supply chain, and/or technically relevant work experience

  • Minimum 3 years of experience managing teams of at least 3 people

  • Knowledge and demonstrated experience procuring pharmaceutical and/or malarial products

  • Strong project management skills

  • Focused attention to detail

  • Strong experience executing and managing the end-to-end procurement life cycle

  • Solid understanding of USAID and other Federal Acquisition Rules

  • CIPS, CPSM, or other relevant procurement certification preferred

  • Technical product knowledge of one or more GHSC-PSM product areas preferred

  • Demonstrated ability to communicate clearly and concisely both orally and in writing, and lead presentations, training courses, and effective meetings

  • Strong knowledge of MS Office applications

  • Ability to work both independently and as part of a team

  • Demonstrated integrity, independent thinking, judgment, and respect for others

  • Experience living or working in developing countries preferred

  • Willingness to work overseas for up to 4-8 weeks per year
