The Office of Financial Management of the Bureau of Management Services (OFM/BMS), supports the United Nations Development Programme (UNDP) in the promotion of its sustainable human development agenda. It achieves this by developing and making fully operational a dynamic and harmonized integrated resource management framework. .
Manager, Donor Reporting, Partnership and Costing, directly reports to the Deputy CFO and provides a highly important cross-cutting role in support of implementation of the organizational integrated resource framework in the area of cost recovery, costing and financial reporting, working closely with other BMS teams.
The Manager, Donor Reporting, Partnerships and Costing supervise and lead the team composed of professional and support staff, that is primarily responsible for:
a) implementation of the institutional revenue through harmonized cost recovery policy, contributions from host governments and costing to support the implementation of the integrated budget; and
b) provision of accurate and effective delivery of annual external financial reporting to UNDP’s funding partners, the Executive board, the Chief Executive Board and high quality analysis of UNDP programme (including cost sharing and trust funds) financial data.
The Manager promotes a collaborative, client-oriented approach consistent with UNDP financial rules and regulations, contributing to the implementation of sound financial management, costing and reporting and knowledge sharing, partnership and capacity building activities and tools for OFM clients and partners.
Duties and Responsibilities
The Manager, under direct supervision of the Deputy Chief Financial Officer, will support implementation of integrated resource management framework and implementation of the Executive Board and EG approved decisions in the area of cost recovery, institutional revenue and financial reporting.
To this end, the incumbent will work closely with OFM, BMS, BPPS, Regional Bureau focal points and country offices to provide effective resource costing and financial reporting services to ensure the integrity of the resource budgeting, costing and its funding sources.
1. Financial Management and Costing
Actively contribute strategic and substantive input to the design of the overall operational framework for integrated financial resource planning in the area of cost recovery and costing:
In liaison with the BMS/OFM’s and BMS’ Office of Budget Performance and Compliance, translate Executive Board and EG approved harmonized cost recovery strategies into clearly articulated and implementable policies and procedures;
Design of training materials to facilitate the implementation of the harmonized cost recovery policy of the integrated financial resources framework across the entire organization;
Lead and work closely with the BMS/OFM’s and BMS’ Office of Budget Performance and Compliance to ensure appropriate tools are designed and available for the different parts of the organization to implement the harmonized cost recovery policy and its compliance across the entire organization;
The function will support operationalization of the integrated work plan and design of the tools required to implement it, and will provide guidance and otherwise help ensure that work plans are properly costed for positions and that cost recovery elements are incorporated into the integrated work plan and budgets;
Serve as the focal point for the costing of positions and budget related matters (for example, pro-forma costs, Universal Price Lists (UPLs) and local price lists for agency services based on MOUs or standard SLAs);
Work closely with BMS, BPPS and other internal stakeholders on redefining the project tools required for differentiated business models in the organization in preparing fully costed project budgets;
Work with IMT, in close coordination with BMS/OFM’s and BMS’ Office of Budget Performance and Compliance to translate business and functional requirements into changes to ERP system and create relevant reports on cost recovery and costing;
Contribute to responses to the related internal and external audit queries on cost recovery and costing.
2. Contribution to Executive Board documents:
Work closely with BMS/OFM’s and BMS’ Office of Budget Performance and organization-wide planning focal points, contribute to related activities on the integrated financial resource planning and monitoring framework and alignment of relevant mechanisms in the area of cost recovery implementation and its compliance;
In liaison with the BMS/OFM’s and BMS’ Office of Budget Performance and Compliance, translate Executive Board and EG approved strategies on contributions from host government countries to local office costs (GLOC) into clearly articulated and implementable policies and procedures;
Ensure appropriate tools are designed and available for the different parts of the organization to track and monitor contributions from host programme countries to UNDP’s local office presence;
Provide relevant key data and analysis thereof on GLOC and cost recovery compliance, exceptional waivers, etc.
Support preparation of financial tables and annual reports presented to Executive Board;
Support negotiation of budget strategy and institutional results framework by provision of costing and cost recovery revenue performance reports (such as, position cost projection reports, GMS performance, Agency services and GLOC performance, Implementation of direct project costing).
3. Provide advisory services and contribute to the development of new policies and procedures
Provide advisory services on in the area of cost recovery, costing and donor financial reporting;
Provide position costing and analysis to aid in the formulation of UNDP’s corporate institutional budget. Prepare funding scenarios for centrally managed position costs to facilitate decision making by senior management;
Provide critical information and analyses for use in EG and OPG Briefs, and Executive Board documents on institutional budget and cost recovery;
Lead activities with respect to the preparation of functional specifications for new ERP reports and queries related to cost recovery sustainability, costing of positions and project budgets;
Lead/coordinate development and user acceptance testing of new reports as well as critical enhancements to existing reports, serving as lead liaison between OFM, IMT, and clients.
4. Ensure sound financial reporting and analysis to meet UNDP donor, statutory and other reporting requirements
Oversee the timely preparation of financial reports to donors, CEB and other management briefs in accordance with UNDP financial rules and regulations;
Ensure a timely response to external donors on financial reporting;
Maintain close liaison with BERA/Partnerships Group, Donors and Partners to ensure greater levels of internal and external customer satisfaction;
Advise Bureaux Advisors and country offices on matters related to UNDP’s financial reporting to donors;
Ensure continuous improvement in the quality of reporting.
5. Manage the Partnerships and Donor Interaction Team
Manage and lead the Partnership and Donor Interaction team; Prepare annual workplan and budget for the team;
Serve as focal point for all aspects of donor financial reporting, cost recovery and costing;
Oversee the maintenance and upgrading of the IPSAS-compliant suite of Donor financial reports and costing and reporting tools.
Impact of Results:
Incumbent contributes to implementation of UNDP financial rules and regulations, policies and best resource management practices, as well as alignment of integrated budget strategy with its implementation through a translation of policies, procedures, costing tools and financial reporting. Incumbent’s work outputs directly impact and drive organizational effectiveness and efficiency.
Results delivered will contribute to build the strategic, integrated resource planning, budgeting, allocation and management processes of UNDP, at the senior management level as well as the office and staff levels.

Required Skills and Experience
Education:
Master’s degree in, public administration, business administration, or finance/accounting, field;
Professional accounting designation is preferred.
Experiences:
A minimum of 7-years relevant work experience in the areas of resource and budget management, programme management, or finance;
Excellent knowledge and familiarity with Atlas; expertise in using office software applications; knowledge of SQL an advantage;
Demonstrable experience in costing and/or cost accounting
Language Requirements:
Proficiency in the English language is required:
Knowledge of another UN language, is desirable.
