Overview
Global Health Technical Professionals (GHTP) is a US Agency for International Development (USAID) program that offers early- to mid-career global health professionals the opportunity to advance their careers supporting the USAID Bureau for Global Health and its implementing partners. GHTP is helping USAID improve global health outcomes in communities around the world by building a new generation of global health technical professionals who reflect the diversity of the American people.
Credence and its partner, the Public Health Institute (PHI), are both employers for the Global Health Technical Professionals (GHTP) project which provides expertise in support of USAID global health programs. The hiring of this position will be through the PHI and as such the selected person will become a PHI employee.
Summary Statement
USAID created the Center for Innovation and Impact (CII) in 2012 to use a business-minded approach to accelerate the development, introduction and scale up of priority global health interventions. Sitting within the Global Health Bureau, CII invests seed capital in the most promising ideas and applies rigorous, market-oriented approaches to cut the time it takes to transform ideas from the drawing board to impact on the ground. - Serves as a catalyst, driving innovation and partnerships;
- Works with internal and external partners to help prioritize and scale innovations and existing interventions that align with the Agency’s priorities in global health, , including to enable market access and digital health approaches;

- Seeks not only to develop best practices in innovation, market access uptake, and digital health across sectors, but also to push the boundaries of current thinking to improve the health and efficiency of the marketplace.

Job Requirements
USAID/CII is seeking a Market Access Advisor to play a key role identifying and building strategic planning opportunities for product introduction, market shaping[1] interventions, and innovative financing[2] mechanisms necessary to bring life-saving products and services to the people who need them most. The Market Access Advisor will be part of a dynamic, entrepreneurial team that will continue to help shape the direction of CII, building partnerships with thought leaders globally and pushing new boundaries in this critically important area of development.
The Market Access Advisor will be expected to apply critical thinking and strategic planning and project management skills to market introduction and uptake, and to help develop and execute
strategies on priority supply- and demand-side issues to accelerate introduction and utilization of priority interventions, working in close partnership with Global Health technical staff and USAID mission staff.
Specific activities may include supporting the development of innovative partnerships across sectors, analyzing market barriers and inefficiencies, supporting the development of new product introduction strategies to ensure products reach those most in need, supporting the design of market shaping opportunities, analyzing innovative financing options, supporting efforts to encourage the entry of new suppliers to increase market competition, assessing affordable pricing, supporting user research and segmentation, and maximizing efficiency in product development, manufacturing and procurement practices. To do so, the Advisor will develop strategic and analytical tools to address introduction and uptake challenges, apply them to product-specific challenges, and advise on the dissemination of the approach and learnings for broader application across product categories and health sectors.
The Market Access Advisor will advise USAID on access issues and build and guide strong relationships internally with technical and mission staff and support relationship building externally with key stakeholders, including senior executives at manufacturers, product developers and other implementing organizations as well as senior officials from foundations and governmental, multilateral and nongovernmental organizations.

Responsibilities
- Work within CII’s Market Access team, helping to set priorities for CII, live CII’s team values, seize opportunities, and effectively support the Global Health Bureau priorities.
- Support preparation of CII materials on market access activities, including but not limited to strategic planning, market shaping, innovative financing, and human-centered design, to accelerate rapid deployment and sustainable uptake of priority global health products and interventions.
- Support CII in developing resources and advice to technical offices and missions, ensuring they have the tools needed to support the development and implementation of strategic planning, market shaping, and innovative financing.
- Landscape and identify potential key relationships with private sector partners, foundations, donors, and other stakeholders to advance USAID’s global health priorities.
- Present at relevant meetings with external parties and conferences.
- Rapidly develop deep knowledge of and strategic perspectives on the range of existing innovative financing mechanisms, market incentives, and market shaping interventions that exist, including the ability to think creatively about the development and application of new tools for specific product markets.
- Identify and support opportunities and new initiatives as priorities within CII evolve.
- Prepare briefers, talking points, reports, project plans, and templates as needed.
- Contribute to bureaucratic responsibilities such as supporting Agreement Officer’s Representatives/Contracting Officer’s Representatives (A/CORs) for USAID mechanisms as necessary.
- Participate in professional continuing education, skills training and professional meetings to enhance relevant technical skills and career development.
- Complete and execute an Individual Learning and Training Plan and Annual Work Plan.
Qualifications
- Master’s degree and seven (7) years of relevant work experience or Bachelor’s degree and nine (9) years of relevant work experience.
- At least 5 years of professional experience engaging in two or more technical disciplines (such as, innovative finance, market access. Private equity investment, etc); job responsibilities related to PD requirements.
- Be a highly motivated and entrepreneurial individual with outstanding problem solving, analytical, project management, communication, and collaboration skills.

- Ability to understand incentive structures and engage and persuade senior-level executives and other stakeholders.
- Ability to absorb and synthesize a broad range of information, including financial, regulatory, clinical, demographic and scientific information.
- Detail-oriented with strong organizational and project management skills.
- High level of proficiency in Microsoft Office, particularly Excel, PowerPoint and Word.
- Willingness to travel both domestically and internationally up to 20%.
- US citizenship or permanent residency with ability to obtain and maintain, a Facility Access required.
Preferred:
- Professional experience in strategy/management consulting, business, marketing, corporate development, or other fields that require understanding of marketplace dynamics, product introduction and uptake, or analysis
- Experience working in, or directly with, the pharmaceutical, biotechnology or medical device industry
- Demonstrated knowledge of or keen interest in global health
