for the evaluation of Gedaref Project 2009-2020
Context & Mission
MSF OCG has been present in Gedaref since the end of 2009, at the time of the last large Visceral Leishmaniasis / Kala Azar (VL / KA) outbreak, taking over the MSF OCP project in Tabarakallah, after the OC been expelled from Sudan. Sudan is one of the most affected countries by VL and Gedaref is among the states most affected in the country. Epidemiologists showed that 11-30 per 1000 inhabitants were affected each year. Mortality from VL is about 50% without treatment and around 1-2% with high-standard treatments. MSF OCB in Gedaref has treated about 300-1000 patients each year. Gedaref was for many years the anchor project of OCG in Sudan until the beginning of 2017 when Government of Sudan widen access of international organizations in Sudan’s sensitive areas.
Following the withdrawal from Bazura hospital, decision was made in September 2019 not to renew the Technical Agreement after May 2020 and to close and handover the project in Gedaref.
As part of the Medical Departement, the Medical Officer will conduct an external evaluation aiming at keeping record of the project achievements and capitalizing 10 years’ experience of a neglected disease project**.**
Your Responsibilities
The Medical Officer in charge of this evaluation will be responsible to perform an evaluation in terms of strengths and weaknesses, positioning, coordination, information sharing, etc.:
- Database clean-up, description, and presentation (MS access, excel, stata)
- Analysis of database main outcomes (summary statistics)
- Analysis of programmatic outcomes (key informant interviews, coordination/field/partners/medical/non-medical)
- Analysis of qualitative, non-quantifiable outcomes (Temmy Sunyoto, Antwerp ITM ) – image, credibility, unique expertise of MSF OCG in Sudan (like OCA in Ethiopia/SSD); missed opportunities (integration, simplification,…)
- Link with 2018 evaluation experts (Vienna Unit)
- Summary of main lessons learnt
- Recommendations for future kala-azar outbreaks
- Recommendations for integration of kala-azar among fevers in endemic countries.
Expected results
- Reports: internal (English) and external (English and Arabic) for partners in and outside Sudan
- Presentation in HQ
Your Profile
Education
- MBBS or MD
- Master of Public Health.
Competencies
- Successful experience of Medical Coordinator with Médecins Sans Frontières.
- Familiar with Visceral Leishmaniasis and with retrospective analysis cohort.
- Be acknowledgeable of the Sudanese Health System.
- Capacity for analysis and summarizing
- Very good redactional skills
Language
- Fluency in Arabic and English is mandatory
Personal qualities
- Able to work under minimum supervision with a proactive behaviour
- Able to organize workload with an excellent sense of priorities
- Ease of communication and public speaking
Terms of Employment
- Fixed-term contract, 8 months, 100%
- Based in Geneva
- Starting date : as soon as possible
- Gross monthly salary: from CHF 8’168.- to 9’311.- (salary commensurate with equivalent experience and internal salary grid)
