Context:

Under the overall supervision of Chief of Mission (CoM) and the direct supervision of the Senior Programme Officer of IOM Afghanistan the successful candidate will be directly responsible for the overall management, implementation, oversight and coordination of relevant projects under the portfolios of Identity and Border Management (IBM) and Labour, Human Mobility and Development (LHD) managed under the Migration Management Division (MMD).

Core Functions / Responsibilities:

  1. Oversee the overall management and coordination of all IBM (notably supporting identity management and border management activities) and LHD projects implemented under the MMD.

  2. In coordination with Sr. Programme Officer, lead negotiations with senior level government representatives building on IOM’s commitment to provide technical assistance strengthening IBM and LHD activities in Afghanistan.

  3. Identify potential emerging priorities including challenges and revisions in projects and programmes as necessary, to improve the project/programme relevance and impact.

  4. Maintain strong contacts with relevant government authorities to ensure regular communication and very good coordination with project/programme focal points, senior government counterparts, donors, implementing partner and other relevant stakeholders, making sure programme activities are well coordinated and aligned with government priorities and needs.

  5. Work collaboratively with other units with the Country office (CO) to ensure proper coordination and complementarity of project activities and programmes.

  6. In line with IOM’s rules and regulations, monitor all administrative aspects related to the programme including contractual agreements with donors and partners, project/programme’s budget, and identify potential issues and solutions in coordination with the CO’s Programme Support Unit (PSU) and Resource Management Unit (RMU).

  7. Provide technical input into the resource mobilization and project process in line with IOM’s rules and procedures and in coordination with the project development unit and relevant thematic specialists in Regional Office for Asia and the Pacific (ROAP).

  8. Manage financial/budgetary planning, exercises quality control over all procedures and documents relevant to projects/ programmes within MMD and ensure proper follow up as necessary.

  9. Produce high quality donor reports on project implementation per contractual requirements as well as presentations, talking points, and briefings on project activities. Review and edit diplomatic notes for the CoM’s signature.

  10. Identify and develop opportunities for new projects including policy-oriented activities that link and contribute to broader initiatives of the CO and develop strategies and proposals for new phases of on-going MMD projects in collaboration with the CO PSU and RMU.

  11. Serve as a focal point for various regional consultative processes such as Almaty Process, Bali Process, Budapest Process, and Colombo Process.

  12. Contribute to the conceptualization and development of capacity building tools, methodologies, and activities, internally and externally, for projects under the IBM and LHD portfolios.

  13. Act as the CO’s focal point for labour migration related areas; establish and maintain credible partnerships at appropriate levels with government entities, local authorities, UN Represent IOM at relevant conferences and meetings as well as other events in the IOM programmatic context as directed.

  14. Provide strategic direction, analysis and input to the CoM on the development of IOM Afghanistan’s IBM and LHD programme activities.

  15. Produce internal updates and reports on projects under the IBM, LHD and other relevant activities as requested by IOM Senior Management. Compile information materials such as success stories, beneficiary stories, and case studies together with photos to be used for public information.

  16. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Humanities, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in managing, implementing and monitoring migration-related projects in the region (Asia and/or in Afghanistan is preferred);

• Experience in working governmental institutions and/or international organizations in migration and border management in the region (Asia and/or in Afghanistan is preferred);

• Experience with migration and development initiatives an advantage;

• Knowledge of border and migration management policy and actors in the region;

• Knowledge of the IOM project management cycle an advantage.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of French, Spanish, Dari or Pashto is an advantage.
