Monitoring and Evaluation Specialist

Minimum age: 25 years old. Nationals of the country of assignment are not eligible, except the assignments in Headquarters duty stations.

Within the delegated authority and under the direct supervision of the Regional M&E and Reporting Coordinator and overall Supervision of the ECTAD Regional Manager or his/her designated mandated representative(s), the UN Volunteer Monitoring and Evaluations Specialist will:

  • Support the development and fine-tuning of the regional M&E strategy for the ECTAD Asia portfolio;
  • Assist the Regional M&E and Reporting Coordinator in making sure appropriate data collection tools and mechanisms are set-up to ensure regular updates in line with reporting requirements of each project;
  • Contribute to strengthen the M&E programmatic approach and processes for the ongoing projects under the ECTAD programme in Asia and in coordination with the ECTAD Regional M&E and Reporting Coordinator in supporting the collection, compilation, and analysis on project studies (both quantitative and qualitative) for assessing project successes and achievements;
  • Assist in developing logical frameworks for project proposals and newly developed projects under the ECTAD Asia portfolio;
  • Assist the regional M&E team in compiling routine data at regional level reported from regional and country teams in accordance with the projects’ logical frameworks and M&E plans;
  • Assist in reviewing M&E data from country teams focusing on data consistency, integrity, and accuracy;
  • Assist in maintaining and updating a database of up-to-date disaggregated indicators and data sources to serve as reference for analysis and reporting on the progress, outcomes and impacts from ECTAD programme in Asia;
  • Assist the Regional M&E and Reporting Coordinator for ensuring the timely reporting for projects under the ECTAD regional portfolio and support the reporting on the project indicators to the donors;
  • Assist the Regional M&E and Reporting Coordinator in conducting basic statistical analyses for studies related to the program’s learning agenda as well as other research projects at regional and country level;
  • Assist the regional M&E team in coordinating with M&E focal points at ECTAD country offices in the annual revisions of logical frameworks
  • Support reviewing and completing project progress and final reports and other technical reports related to the ECTAD regional portfolio;
  • Provide assistance in preparing meeting and workshop reports;
  • Assist the regional M&E team to provide general backstopping and support for the field country programs. This includes but not limited to country offices in Bangladesh, Cambodia, China, Indonesia, Lao PDR, Myanmar, Nepal, and Viet Nam
  • Provide support in any other related task as needed;


Bachelor degree or equivalent


University degree in a relevant area, e.g. Economics, Political Science, International Relations, Social Science or other related fields. Advanced university degree would be a plus.


24 Months

  • At least 2 years of professional work experience at the national and/or international level monitoring and evaluation, or reviewing, collecting, compiling, and analyzing quantitative and/or qualitative data. Experience in developing surveys and conducting research evaluations and assessments would be a plus.
  • Excellent working knowledge in English. Native or near native level in reading, writing, and speaking would be preferable.
  • Accuracy and professionalism in document production and editing;
  • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development;
  • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel;
  • Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;
  • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;
