Job Summary
The MEAL Coordinator plays an essential role in Educo Philippines, leading the development and operationalization of the M&E framework, capacity building activities related to MEAL, annual and accountability reporting and knowledge management. S/he ensures that the M&E framework and designed tools and systems for data gathering, data analysis, results-based reporting and knowledge management is operational and up to date.
The MEAL Coordinator will work closely with Educo’s Global and Regional MEAL Teams, Country Office team and other ChildFund Alliance members. The MEAL Coordinator reports to the Country Director (CD) and leads the MEAL Unit.
Responsibilities
A. Program Development and Planning:
- Develop monitoring, evaluation, accountability and learning systems, procedures and tools to effectively monitor execution of activities and project impact.
- Develop mechanisms to ensure the accuracy of monitoring reports (from data gathering, monitoring and reporting templates and forms, analysis and reporting); and its full use to the end-users
- Ensure that learnings from completed projects are incorporated in planning and designing of new proposals.
- Maintain a database of pertinent national level data information gathered from internal and external sources to inform programming and decision-making.
- Prepare information/knowledge materials to popularize country programs and their progress baseline, and research.
- Contribute to program development by providing input to the development of project indicators of achievements as reflected in the project’s logical framework analysis (LFA)
- If needed, provide support to TS, APC and ATL in preparing project modification for submission and approval by HO or donor for externally funded project.
B. Collaboration with Program Implementation Unit:
- Collaborate with project focal points to ensure all projects have results-based annual work plans with key performance indicators and baselines defined at all levels consistent with the organization’s monitoring framework.
- Conduct field monitoring activities for tracking of program implementation, feed backing and / or validation of technical reports.
- Review project mid-year, annual and EOP reports and provide feedback to Program Team in a timely manner.
C. Monitoring, Evaluation and Reporting:
- Responsible to produce Annual reports every February of the succeeding year. Preparation of CO Accountability report, as requested by HO.
- Participate in the review of research TOR’s proposals, instruments and results
- Ensure research and evaluation results are properly disseminated
- Production of knowledge management materials and maintenance of relevant and up to date KM products and tools, in coordination with the Strategic Partnerships & Advocacy Unit.
- Track progress of programs operational plans and identify any critical issues in project implementation needing immediate decision from senior management.
- Provide overall guidance to MEAL Officer in progress reporting, project completion reporting system
- Review and update monitoring and evaluation tools
- Ensure consistency of appropriateness of the content and process of reviews across the areas.
- Monitor the reporting requirements of all projects and facilitate preparation and submission of project periodic report in accordance with guidelines and submission deadlines.
D. Learning:
- Conduct capacity-building activities (trainings, technical assistance and, coaching) to the program staff and partner NGOs/ agencies to increase their competencies on monitoring and evaluation
- Take the lead/ provide technical assistance to management in conducting program and organization-wide planning, monitoring and evaluation processes and learning activities.
- Train program staff and partners on the use of MEAL systems, processes and tools as well as provide advice on issues related to data quality and compliance to MEAL standards and processes;
- Facilitate in learning and feedbacking sessions to improve learning within projects and the organization;
- Facilitate learning sessions and workshops on identified good practices and lesson learned
- Seek opportunities for information sharing and learning exchanges with local, national and global level.
E. Knowledge Management:
- Assist in managing and disseminating knowledge products.
- Maintain the repository of all project documents for use in project planning, development and implementation, advocacy and learning.
- Facilitate sharing of best practice in project implementation among program staff, partners and network members
- Production of knowledge management materials and maintenance of relevant and up to date KM products and tools, in coordination with the Strategic Partnerships & Advocacy Unit.
E. Team Management
- Act as immediate supervisor of MEAL Officers, identifies performance expectations and assess employee performance, gives timely feedback and conducts formal performance appraisal
- Takes timely and appropriate corrective actions with the team members.
- Enforce all policies, procedures, guidelines, directions and directives and provide timely feedback to P&C compliance or violation thereof.
- Facilitate, coaching, mentoring and leading towards achieving the set objectives
F. Compliance to Corporate Mandates.
- Comply with organizational policies and standards – Child Safeguarding Policy, Anti Fraud, Whistle Blower Policy, and P&C Policies and Procedures
- Participation in any Country Office committee as requested
G. Personal Development
- Attend internally and externally facilitated training events, workshops, symposiums, studies, conferences to enhance level of performance. Maximize the use of ICT for greater awareness of local and global trends affecting development work. Accepts special objective assignments for skills enhancement and expansion. Shares learning to benefit others.
H. Others
- Perform other tasks that are needed to ensure deliverables of project/program implementation will be met.
QUALIFICATIONS:
Bachelors’ Degree in Economics, Statistics, Social Sciences and other related courses. Graduates of other course may be considered if s/he has the experience and competency requirements of the role. Masters’ Degree or PhD degree desirable.
- At least 5 years of relevant experience implementing MEAL systems
- Experience in conducting studies, researches and evaluations
- Experience in preparing MEAL reports for various audiences
- Experience with developing and managing databases and M&E tools
- Experience in facilitating workshops and learning events
- Experience of working in an international context (advantage)
