General Responsibilities (Overall purpose)

Terre des hommes (Tdh) Lausanne works in Palestine since 1973 and in Jordan since 2007, in close collaboration with recognized local partners and in partnership with several international donors. Since the end of 2019, based on a context needs and SWOT analysis, both delegations have been gathered under one common entity, a Multi-Country Delegation (MCD).

The main coordination office of the MDC is located in Amman (Jordan) and there are 2 sub-offices ), 1 in Jerusalem and 1 Gaza (Palestine)) in addition to several other implementing hubs hosted with local partners. The MCD comprises around 50 employees and 30 volunteers. All volunteers and around 35 employees are in Jordan, and around 13 employees are in Palestine, mainly based in Gaza where most of the activities are implemented.

Tdh main donors in Jordan and Palestine are SDC, ECHO, UNOCHA, UNICEF .

Tdh implements a resilience-based approach aiming to strengthen the whole system for the benefit of the most vulnerable children and families, including the refugees. The interventions employ a multisectoral model of action, through providing support to children, youth, families/caregivers and communities while investing n the development of capacities of key local – formal and informal – actors. Over the decades, Tdh – one of the Child Protection leading agency in Jordan and Palestine – has developed specific expertise on Migration, Access to Justice (A2J) and Child Labor (CL) programs through providing direct services in child friendly centres, mobile units and working with local partners.

The MEAL Manager is responsible for the design, planning and implementation of all the MEAL activities of the MCD of Jordan and Palestine across its program. She/he ensures the consistency and quality of the delegation’s MEAL strategies and activities. He/she coordinates and supervises MEAL teams and takes responsibility for decisions and actions within his/her portfolio, operating in coordination with the projects and programmes units, under the supervision and guidance of the Program Coordinator.

The MEAL Manager ensures that Tdh complies with all donor requirements, industry, sector standards and internal programming regulations with the required rigor and timeliness, always upholding ethical principles. She/ he will be responsible for capacity building of the MEAL team, program staff and partners, and mainstreams accountability values within the organization.

S/he supports an institutional culture that encourages discussion, critical thinking, collective learning and teamwork.

Specific Responsibilities / Context (Tasks)

Management and Implementation Support

· In coordination with the MCD Program Coordinator, align Tdh’s M&E operational framework & the Theory of Change (ToC) M&E framework, to Tdh MCD strategy.

· Maintaining and adjusting accountability and feedback mechanisms that allow the MCD to constantly hear beneficiaries, partners and staff feedback on the quality of service delivery and its effectiveness and channeling this information into management decision making processes.

· Ensures ethical principles related to M&E are respected, especially those concerning gender equality, fairness and “do no harm”. Protects confidential data and applies the principles of informed consent.**

· As necessary, and in discussion with the MCD Program Coordinator, adapt and adjust the approach of Tdh’s MEAL department to ensure relevant M&E oversight of Tdh’s implementations.

· Manages the MEAL team with the establishment of clear performance objectives, personal development plans, work plans, and funding projections for staff and MEAL activities.

Technical support

Design

· Ensure findings from assessments, previous evaluations, capitalization processes, ongoing monitoring and other research inform new proposal development.

· Develop problem tree analysis, Theory of change, log frames, indicator, and MEAL narratives for new project designs.

· Coordinate and launch baseline, mid-term and end line assessments, as well as ad hoc assessments related to advocacy and proposal design.

Monitoring

· Ensures all projects and programs have an M&E plan in place from the design phase, and that it is adhered to throughout the life cycle of the program.

· Assumes responsibility for the full implementation of the M&E framework and tools across programs and projects covered by the MCD, especially the establishment of the PFU for every project.

· In coordination with the programs team, lead on the development and roll out of tools, and capacity building to efficiently track implementation, monitor activity quality, effectiveness, and timely and

· Ensure monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoids duplicative processes, and minimizes beneficiary fatigue.

· Ensures monitoring directives, methodological guidelines and tools are understood and implemented at Tdh; ensure TDH’s frontline and technical staff are equipped with knowledge, tools and resources to support M&E at the program & delegation level.

· Establish and manage processes to ensure accountability towards affected populations (AAP) and mainstreaming Core Humanitarian Standards (CHS) throughout the all MCD programs.

· Ensure partner & direct implementation is monitored on a regular basis for quality standards, and humanitarian principles through schedule visits, data quality audits, spot check / verification visits against reports, and reports reviews (as per agreed schedule with donors and partners).

· Ensure monitoring processes are systemized, in ways that meet donor requirements, and are cost-effective, avoids duplicative processes, and minimizes beneficiary fatigue.

· Work with programs and technical units to develop/revise tools as and when necessary, and to ensure understanding of the role of M&E within the program cycle.

Learning & Reflections

· Actively contributes to instill a culture of learning and reflection in the MCD, through facilitating periodical project level reflection meetings.

· Contribute continuously to lessons learned and through the analysis of data propose changes and course corrections for programming.

· Share infographics on a monthly basis with all Tdh staff, specifically programs and technical units, to provide overview of key data and analysis from programming.

· Contribute to grant opening and grant closing meetings; presentation on lessons learned and proposed adaptations for programming to be presented in grant close out meetings.

Closeout

· Ensures evaluation processes for all projects and thematic areas and the appropriate dissemination of learning / findings.

· Ensures all MEAL data, reports, and records are clearly organized archived in a central location for future reference at the delegation level.

  • Work with national partners to develop and implement capacity building plans to ensure their understanding and implementation of M&E practices.

Accountability and Security and child safety

  • Understands and applies security policies, the Child Safeguarding Policy and fraud prevention polcies .
  • Maintains the Complaints and Feedback Mechanism for Tdh and ensures understanding of this mechanism amongst Tdh staff and beneficiaries; alongside the programs team, assess the existing Complaints and Feedback Mechanism in place and develop and conceptualize changes.

Requirements for the position

Qualification:

· Education: University (Master) degree in the field of social sciences, public health, nutrition, statistics, development studies, computer sciences or any other related field

· Language: Excellent oral and writing skills in English, Arabic an asset

Previous experience:

· Previous experience with an INGO is mandatory

· At least 3 years of experience on a coordination/management position covering MEAL

· Previous experiences in the MENA region, especially Jordan and/or Palestine, would be a distinct advantage

Knowledge and skills:

· Expertise in project cycle management, detailed knowledge of concepts, processes and tools, and experience in leading participative processes;

· Expertise in designing, planning and implementing MEAL activities (needs assessments, developing a theory of change, planning, monitoring, evaluation, capitalizing on lessons learned, community participation, communication, information management);

· Ability to understand and question issues, hypotheses and research initiatives in coordination with a team of external researchers;

· Awareness and knowledge of ethical issues related to project management: gender equality, fairness and do no harm;

· Knowledge of and professional experience in the children’s rights field (Child protection), and SGBV, MHPSS in the humanitarian aid/development context;

· Excellent written and analytical skills in English and Arabic;

· Ability to travel to the field operational areas on a regular basis.
