Role Purpose
The Monitoring Evaluation and Learning (MEL) Manager will lead the implementation of the MyJustice Monitoring Evaluation & Learning (MEL) strategy and plan, which will deliver a robust evidence base on the results and impact achieved by the Programme.
In this role, you will shape and lead the direction of innovative MEL approaches, ensuring MyJustice MEL is fit for purpose for an adaptive programming approach.You will need to ensure the successful implementation of the MEL strategy and workplan of MyJustice, ensuring client, corporate and programme standards are fully met.

Challenges & Accountabilities
You will ensure MEL is firmly integrated across a programme that prioritises evidence, data, and ongoing learning. By overseeing and assuring the quality of the delivery of all MyJustice MEL activities, you will ensure MEL activities are accurately costed and related budgets are managed effectively. You will also keep up-to-date on MEL related developments, ensuring that MyJustice’s MEL work is at the forefront of best practice in Myanmar and internationally.

In this role, you will have the opportunity to lead and contribute to the MEL components of a ground-breaking justice programme with a strong track-record of prioritising MEL and evidence-based reform initiatives. You will be able to lead and support the contract management of programme MEL partners and external service providers. In this role, you will manage the challenge to design and implement tools to effective. Besides, you will work with a diverse group of individuals and organisations with different MEL needs and expertly measure justice focused behavioural change.

Special Note:
Given the current Covid-19 pandemic, it is likely that during the initial months of the contract, you will spend extended periods working remotely through online platforms including Microsoft Teams and Zoom. This will require an ability to work independently with limited face to face supervision and support.

The job involves frequent travel to programme locations in Myanmar and may require occasional travel in the East Asia region.

Requirements

  • Must have right to work in Myanmar
  • Excellent English and Myanmar Language skills (equivalent to IELTS band 6)
  • Undergraduate and Post-graduate qualifications in the area of international development, monitoring and evaluation, human rights, social sciences, or other relevant area (If no post-graduate qualification, additional work experience will be considered)
  • A minimum of 3-years’ experience managing or playing a senior role in the MEL work of a large-scale development programme in Myanmar
  • Experience in oversight and/or use of MEL related information systems
  • Experience of MEL work in relation to a justice, rights-based or social development programme is preferable
