Proposal Objective:

Social Impact is putting together a proposal for the five-year USAID/Honduras Monitoring, Evaluation, and Learning (MEL) and Collaborating, Learning and Adapting (CLA) Activity (MESCLA II). This activity will provide USAID/Honduras with project and activity evaluation, performance monitoring, knowledge management, communications, and performance management support services.

Position Description:

SI is seeking a full-time MEL Specialist to support on MEL activities on the contact. This full-time position, based in Tegucigalpa, Honduras, will report to the Deputy Chief of Party (DCOP)/MEL Lead.

Responsibilities:

  • Support monitoring functions, such as, the creation of performance indicators, development of activity and project M&E plans, setting of targets, collection of program data, assessment of data quality, analyses of data, reporting, and impact.
  • Conduct training to stakeholders on results-based management and creating effective monitoring indicators, plans, processes, and systems to improve performance monitoring.
  • Ensure that short- and long-term monitoring team members (including M&E Specialists and field support staff) recruited under this contract are of a high caliber and possess the required technical expertise.
  • Provide guidance in the development and updating of performance management plans (PMPs) and the creation and management of performance indicator tracking systems/databases.
  • Coordinate evaluation activities, advise on SOWs, designs, and methodologies, including data collection methods and protocols.
  • Oversee quality of recruitment of technical consultants for evaluation activities, ensuring the appropriate technical knowledge and expertise on monitoring and evaluation related to their technical areas.
  • Write assigned sections of the draft evaluation report in coordination with team members, taking into consideration feedback from the findings presentation.
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise.
  • Support MEL capacity building through designing and conducting M&E trainings.

Qualifications:

  • A Master’s in a relevant field and eight years of related experience, including experience in designing, evaluating and/or assessing donor-funded programming in the areas of capacity building and learning.
  • At least five years of relevant prior experience conducting, supporting, or participating in evaluations and projects and programs. Familiarity with USAID’s Evaluation Policy.
  • Prior experience serving on a USAID-funded project.
  • Experience recruiting and supervising short-term technical experts and evaluation team members.
  • Experience using performance monitoring data for the improvement of ongoing project/activity management.
  • Ability to conceptualize and structure monitoring activities and write reports clearly and concisely.
  • Experience working in Latin America is highly desired.
  • Excellent English and Spanish writing, editing, and communication skills.
