Context:
Under the overall supervision of the Chief of Mission in Pohnpei, Federated States of Micronesia, the direct supervision of the
Programme Manager for Inspiring Women’s Advancement through Collective Action (IWA) in Majuro, and in close coordination with the
Programme Support Unit (PSU) based in Pohnpei, the successful candidate will provide support to the PSU and Programme Manager
particularly through assisting in the Monitoring and Evaluation (M&E) and reporting on the IWA project. He/she will:
Core Functions / Responsibilities:
- Coordinate with the Programme Manager, Project Staff and PSU on project reports; consolidate and review interim and final
narrative reports for the mission and ensure timely submission. - Support the development of comprehensive and effective evaluation mechanisms for programmes in accordance with the M&E
plan and proposal/project indicators for the Majuro sub-office. - Support the grant reporting and closure process including the review of the final report, verification of the database
information. - Coordinate information management for the mission including Regional Office (ROAP) and HQ requests, and other general
requests for information, in close cooperation with PSU. - Assist in the overall integration of the Monitoring Evaluation Accountability and Learning (MEAL) outputs in existing and new
projects in partnership with PSU, the MEAL unit in Headquarters, ROAP and Programme Managers and support the
development of M&E data collection and quality assurance tools for projects or programs. - Support project development and donor reporting by providing technical support at proposal development stage, and the
development and revision of results frameworks, log frames, and budgeting for M&E. - Assist the PSU in organizing and providing staff capacity and trading on specific M&E aspects.
- Participate at mission level M&E related groups including the PSU in Pohnpei and Canberra, Australia.

Required Qualifications and Experience:
University degree in Monitoring and/or Evaluation, Political or Social Sciences, International Relations, Development
Economics, Development Statistics, International Development, Law or a related field from an accredited academic
institution with four years of relevant professional experience; or
Completed high school degree from an accredited academic institution with six years of relevant professional experience.
Experience with a multitude of international development and humanitarian areas of intervention.
Experience in the development, planning and implementation of programme/project, M&E systems and methods and
approaches at multi-country or multi-project level (including quantitative, qualitative, and participatory approaches),
information/data analysis and report writing.
Experience in conducting and managing evaluations including in the development of baseline assessments, with Governmental
and non-governmental actors, international organizations, academia, consulting, or another.
Experience in development and delivery of M&E trainings.
Work experience in technical writing, editing, and reporting in English.
Experience in quantitative and qualitative research methods, and development of mixed methods studies.
Experience in research, writing, outreach and communications and IT skills.
Experience in donor relations and report writing for relevant donors is an advantage; and Experience with One UN
programming is an advantage.
Skills:
Familiarity with monitoring and evaluation concepts and methods.
Demonstrable knowledge of Australia and Pacific political and humanitarian issues.
Ability to adapt M&E tools to work effectively with local authorities, stakeholders, and beneficiaries.
Knowledge of migration-related subject areas dealt with by the Organization.
Knowledge and skills of computer applications of MS Word, Excel, database management, SPSS or other statistical packages.
Knowledge of SPSS and KOBO toolbox beneficial.
Strong interpersonal and teamwork skills; courtesy, tact, and the ability to establish and maintain effective working
relationships with people of diverse cultural and national backgrounds.
Languages:
Fluency in English and Marshallese (oral and written), Working knowledge of other local language.
