Reports to:

Director of Scientific Programs

Liaises closely with Program Managers (Chapter liaison & Capacity Building), PAMCA Chapters, CoE focal points

Responsible for:

Leading and coordinating Communications, Monitoring and Evaluation (M&E) and Reporting, thus enabling PAMCA to be more visible externally and measure progress and impact of its initiatives.

Job purpose:

· Develops and implements a communication strategy for PAMCA that enables higher visibility and strategic positioning in the scientific programs and development sector.

· Develops and implements a monitoring and evaluation (M&E) framework that will enable PAMCA to measure and communicate the results and impact of its work

· Actively supports programme proposal development, fundraising and knowledge management initiatives

· Capacity building of staff, chapters and partners in communications, Reporting and programme M&E

· Contributes to growing PAMCA’s communications channels and body of evidence for quality programming

Responsibilities, Key Performance Indicators, Competencies, Skills, Knowledge and Experience required

Communications:

Develop and implement a comprehensive Communications strategy and reporting framework

Generate key messages about PAMCA’s strategic objectives to targeted audiences

Provide technical assistance in the development of programme briefs and external marketing and communications materials.

Regularly update PAMCA webpage, and social media channels; and work with staff to generate content for dissemination via PAMCA webpage social media

create content for and publish quarterly newsletter

Coordinate external communications and media liaison with Executive Director

Prepare and oversee the production of project communication materials, summary briefs, success stories and reports in close collaboration with staff, chapters and partners.

Draft press releases, respond to media inquiries and build dialogue with journalists and media houses to promote PAMCA initiatives.

Assist in preparation of donor and consultants’ reports, including copy-editing, formatting, designing covers and graphics.

Monitoring and Evaluation

Develop M&E plans, define and track project indicators, and collect and review monitoring data in line with PAMCA’s global M&E framework, programme areas, products and donor requirements

Manage the effective implementation of monitoring, evaluation strategies across PAMCA regional hubs and chapters.

Develop tools for data collection, management, analyses and reporting.

Provide technical leadership in the design and implementation of evaluations and development of results frameworks using qualitative and quantitative methods

Ensures the integrity and quality of data in support of PAMCA’s programmes and other projects

Ensure that funding proposals integrate robust M&E plans and communications strategies

Reporting

Proactively demonstrates the value of M&E data by generating insightful analytical reports that add value to PAMCA’s interpretation of that data and results

Interpret outcomes of implementation through data or other evidenced-based sources and provide program recommendations as needed.

Capacity building

Provides technical advice and support to programme office staff, consultants and chapters where necessary, in communications and monitoring and evaluation

Supports internal and external peer review processes to provide technical quality assurance of PAMCA’S M&E initiatives.

Knowledge management

Promotes learning agendas, collaboration, adaptive programming, and knowledge management activities

Liaise with PM Knowledge management to ensure PAMCA has the correct systems to collate and disseminate knowledge in accordance with Data Protection regulations

A comprehensive communications strategy and reporting framework

Quality program briefs and external marketing and communication materials

Up to date information in PAMCA webpage and social media pages and increased engagement metrics

Clear marketing, dissemination and public outreach strategy/ approaches

Media and public interest in PAMCA’S work

Quality press releases and statements

Comprehensive M&E plans and baseline mid and end term data across PAMCA’S funded projects and Programmes.

Reports, reviews and data tools are employed that demonstrably add value to PAMCA’S analysis and knowledge

M&E data provided by PAMCA is consistent and aligned with global accepted expectations and indicators. And is set in context of industry best practice with an appreciation and understanding of emerging trends in the sector as a whole.

Funding proposals have robust M&E plans; indicators and communications strategies

Use of M&E indicators to provide quarterly, bi-annual and annual reports, Annual Chapters Reviews,

M&E data is employed to deliver timely and high-quality analysis for internal and external purposes

Provide training & support to build the capability of PAMCA staff, consultants, regional hubs & chapters in the use of M&E data and analysis in planning and decision-making, and ability to communicate program results effectively

PAMCA accounts for its performance, and builds trust in stakeholders through inspiring knowledge products

Robust learning agenda is promoted within PAMCA

Knowledge initiatives contribute to new findings and innovation.

Essential

· A Bachelor’s degree in communications, statistics, social sciences, development studies, international development, or related field is required; Masters preferred.

· A minimum of 4 years’ experience and progressive responsibility working in Communications, Reporting and M&E for donor funded development programmes e.g. BMGF, DFID, USAID, EU, etc. Experience in Scientific M&E Communications is a desired skill.

· Excellent communications and writing skills – able to express complex information in a simple and succinct manner in English and French

· Experience of developing performance indicators; conducting routine monitoring of data for donor-funded projects; and conducting participatory or impact evaluations.

· Excellent verbal and presentation skills

· Experience writing reports, findings and recommendations in assessment or evaluations, especially under institutional donor contracts

· Experience of development of knowledge management and communication strategies.

· Strong project management & organizational skills

· Strong proficiency in MS Office suite (Word, Excel, Outlook, PowerPoint) with ability to analyze and interpret data using Excel, MIS online reporting tools, or statistical packages such as SAS, SPSS, STATA. Or EPINFO

· Ability to coordinate well with personnel within and outside the programmes, meet deadlines and work with minimal supervision.

· Excellent relationship management skills and experience working with people in different contexts;

· Self-starter with initiative and confidence to lead in their designated field – can work independently and prioritize own workload

Desirable

· Experience in a ‘Development’ context/INGOs

· Experience working in education, health, livelihoods; programmes

· Being up to date on Communications; Reporting; M&E trends and current debates around development effectiveness; research and evaluation methodologies.

· Working knowledge of French will be an added advantage
