BRAC South Sudan is legally registered as a branch of Stitching BRAC International with the government of the Republic of South Sudan. Since its inception in 2006, BRAC South Sudan has implemented various programs in education, youth empowerment, agriculture, food security and livelihoods, health, emergency response and microfinance. In 2017, BRAC South Sudan down-scaled its operations as a result of the heightened conflict that had made BRAC’s programmatic operations extremely difficult. In 2019 BRAC South Sudan gradually re-opened operations in South Sudan with programmatic focus on education, health, youth empowerment, agriculture and livelihoods, water and sanitation, and climate change. Currently BRAC South Sudan is actively working in the four states of Eastern Equatoria, Central Equatoria, Western Equatoria and Northern Bahr el Ghazal with fully furnished offices at state and county structural levels.
About Education for Peace, Recovery and Resilience (EPRR) program
The Education for Peace, Recovery and Resilience (EPRR) is a three-year program to expand access to learning opportunities in a safe, protective learning environment while reinforcing resilience efforts and recovery trends for youth most affected by conflict in South Sudan. EPRR is implemented in a consortium and is funded by USAID South Sudan. The program covers four objectives: to (1) increase access to equitable learning opportunities for boys and girls, (2) improve learning outcomes through enhanced literacy and numeracy instruction, (3) enhance recovery and resilience through psychosocial support and peacebuilding activities, and (4) increase the capacity of communities to support education and increase ownership to maintain education facilities. Under EPRR program, BRAC will implement non-formal education activities in Eastern Equatoria, Northern Bahr el Ghazal, Central Equatoria, and Early Childhood Development (ECD) activities in all the program areas. BRAC will reach an estimated 559 school locations for a total of 116,500 learners with a lean staff of 7 full-time staff members.
Job Summary
The Monitoring, Evaluation & Learning Advisor will be responsible for the monitoring and evaluation for BRAC International’s activities in the EPRR activity. Responsibilities include day-to-day monitoring of BRAC’s EPRR targets, developing and implementing a sound MEL system in coordination with EPRR activities, preparing weekly reports and success stories, and contributing to EPRR quarterly reports in coordination with the prime partner.
Responsibilties
Program Monitoring and Reporting**
● Ensure timely and accurate collection of MEL data and all supporting documentation
● Facilitate the tracking and reporting of activity data and indicators, such as developing templates, reporting mechanisms etc. to measure the activity’s progress towards intended objectives
● Provide any necessary training to project staff and volunteers on data collection and project data requirements
● Update and maintain monitoring system to track progress
● Ensure safeguarding of data and information to protect project and project participants
● Perform field monitoring visits as needed
● Support project assessment and evaluation activities as requested
● Respond in a timely manner to requests to program data and information requests
● Organize/conduct regular program management meetings to reflect, learn and appraise the program performance for optimum compliance with policies, quality standards and procedure of BRAC and the funder
● Prepare high quality reports (annually, quarterly and monthly) that describe the activity achievements with facts and figures
● Develop and submit weekly reports to client
● Draft high-quality, engaging success stories on BRAC-implemented activities
Knowledge Management and Learning
● Document lessons learned from the project, including approaches, methodologies, tools, success and challenges for knowledge management and continuous improvement
Networking and Coordination
● Participate in project management meetings with other consortium members
● In coordination with the Deputy Country Director and EPRR Program Manager, support BRAC’s contributions in the EPRR project consortium, which includes participating in project meetings and liaising with project partners
Required Qualifications/Person Specifications (Experience, Knowledge and skills)
Experience, and knowledge
● A minimum of 5 years in monitoring and evaluating humanitarian and/or development projects with NGOs or UN agencies.
● At least 3 years of working experience in the education sector or related programs in South Sudan, (preferred) or similar contexts in Sub-Saharan Africa.
● Degree level qualifications in a relevant discipline such as monitoring & evaluation, economics, social sciences, international relations, public administration or development studies; post graduate qualifications are preferred.
● Excellent knowledge for establishing and managing a strong monitoring, evaluation and learning systems for complex programs.
● Experience tracking indicators, conducting data collection and analysis, performing data quality assessments, and/or tracking performance monitoring and reporting.
● Knowledge and experience of MEL methodologies, both quantitative and qualitative data collection, processing and analysis.
● Experience in the design and/or implementation of an MEL system
● Familiarity with current USAID policies related to evaluation and performance management beneficial.
● Proven experience working on projects funded by institutional and bilateral donors
● Excellent communication skills, including ability to communicate effectively with people of varied professional and cultural backgrounds.
