The Council of Europe Development Bank (CEB) in Paris is looking for a
Monitoring Manager (m/f/d)
Monitor our projects to help us make a difference in Europe.
Do you have strong expertise in economics, banking and financial management? Are you adept at solving problems and analysing project activity? Then you can play a significant role within the Project Monitoring Unit of our Loans and Social Development Directorate – carefully tracking the crucial infrastructure programmes we finance to ensure compliance with agreed standards.

Every day will bring different challenges as you define monitoring modalities at the project appraisal stage, provide guidance on disbursement and progress reporting, and create KPIs and templates for updates. In particular, you will closely analyse contracts and costs, monitor borrowers’ allocations of funds and conduct regular onsite inspections, whilst co-ordinating multiple sources of finance. Above all, you will ensure that senior stakeholders have the detailed data they need to take key decisions, including regular reports and semi-annual portfolio reviews to highlight critical issues.
To join us, you should possess:
- A master’s degree in economics, business administration, engineering or another relevant discipline;
- Real flair for complex financial analysis;
- Extensive experience within financial institutions, international organisations or development agencies;
- Proven ability to evaluate far-reaching projects and deliver meaningful management information;
- Demonstrable flair for prioritising workflows against deadlines, whilst using your initiative to the full;
- Outstanding interpersonal, negotiation and presentation skills;
- Full fluency in English, ideally backed by excellent command of French and some knowledge of another European language.
