GENERAL CONTEXT

Médecins Sans Frontières is an international independent medical-humanitarian organization, which offers

assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflict, without discrimination and irrespective of race, religion, creed or political affiliation.

MSF is a civil society initiative that brings together individuals committed to the assistance of other human beings in crisis. As such MSF is by choice an association.

Each individual working with MSF does it out of conviction and is ready to uphold the values and principles of MSF.

The MSF movement is built around five operational directorates supported by MSF’s 21 sections, 24 associations and other offices together worldwide. MSF OCBA is one of those directorates. The operations are implemented by field teams and the mission coordination teams; together with the organizational units based in Barcelona, Athens and decentralised in Nairobi, Dakar and Amman. The field operations are guided and supported by 5 Operational Cells, the Emergency Unit and other departments supporting operations, including the Medical department.

CONTEXT

The quality of the medical care (QoC) remains a challenge for OCBA. In this frame, a specific dossier with the ambition to pilot QoC indicators was appointed on July 2016 and finalised early in 2018 through a strategic collaboration with Manson Unit (MSF UK). Since June 2017, a QoCi steering committee integrated by key members of OCBA Medical and Operations Departments is doing the oversight of the different objectives settled. Quality of care is now one of the key strategic lines in the recently approved OCBA Strategic Plan. It is considered a broad framework addressing all medical procedures and services at different levels of health care, articulated through quality monitoring, quality improvement and patient incident analysis and reporting.

MSF international, through a dedicated Task Force, has progressed in the integration of Antibiotic Resistance (ABR) as a core transversal topic to improve quality of care and patient safety. OCBA and all the other Operational Centres are committed to this topic and anABR Strategic Document and Action Plan was approved in 2019. The medical activities are vertebrated into 3 technical pillars:

  • Infection Prevention Control (IPC) activities

-Antibiotic stewardship (AS) activities at hospital and primary health care level

-Diagnostic activities based on access to bacterial culture

GENERAL OBJECTIVE OF THE POST

The general objective is to promote, follow and support the implementation of quality of care related initiatives and ABR operational packagesin OCBA, with a focus in Antibiotic Stewardship; develop tools and implement activities related to ABR. Also, to represent OCBA in relevant internal and external platforms.**

PLACEMENT WITHIN THE ORGANISATIONAL CHART

The QoC and ABR referent will be hierarchically and functionally under the Head of Health Services together with other referents. She/he will support MSF medical activities and programs through a close collaboration with operational health advisors (TESACO/Desk HQ), Medical Coordinators (missions) and Project Medical Referents (projects), as the rest of Medical department referents.

While in the field, he/she works under the regular hierarchical and functional structures of the missions,

while keeping communication with the Medical Department.

RESPONSIBILITIES AND MAIN TASKS

· To contribute, through the OCBA ABR platform, to the implementation of ABR operational packages in OCBA.

· To promote and support the phased implementation and integration of antibiotic stewardship activities in collaboration with missions and with human resources and learning & development departments.

· To represent OCBA in the Antibiotic Stewardship contact group and contribute in the development of tools and guidelines and in the piloting of interventions.

· To validate, from existent and/or new tools, the QoC tools and guidelines to be used in selected OCBA sites

· Development of harmonized tools and guidance documents with the QoC contact group.

· To supervise and support the implementation of tools and strategies in selected OCBA sites in close collaboration with e-health team

· Integrate all the above into the relevant OCBA learning platforms in collaboration with the Medical Learning Referent

· To ensure implementation of quality monitoring, quality improvement and SMAE reporting in OCBA sites, working in collaboration with the MIO QoC

· To define the strategy of implementation of QOC activities in OCBA

· To support proper implementation of activities

Medical Department development:

· Coordination and collaboration in activities with other Referents of the Medical Department.

· Participating in all activities organized by the Medical department.

· To act as the medical department QoC focal point in the OCBa QoC steering committee.

· Coordinate participations as well as reports under the Head of Health Services Unit

· To update on progress including lessons learnt on implementation

· Contact with other MSF bodies (e.g. Access Campaign, Epicentre) and external actors (WHO, other NGOs…) to follow up and support initiatives of interest to MSF OCBA.

· Participate in the roster of Medical Guardia.

· Collaborate with other OCBA Departments on transversal projects.

SELECTION CRITERIA

Education and experience

· Qualified Medical Doctor.

· Additional knowledge, training and experience in Public Health

· Additional knowledge, training and experience in infectious diseases in hospital settings

· Additional knowledge and experience in stewardship is an asset

· Additional knowledge and experience in quality improvement is an asset

· A minimum of 2-years’ experience in different MSF projects (different contexts) or with relevant medical organization working in low income countries and/or humanitarian settings

· Languages: English AND French. Spanish and Arabic are desirable.

CONDITIONS

· Temporary position of Médecins Sans Frontières Spain based in any MSF-OCBA hub (Barcelona, MSF-Spain office delegations, Buenos Aires, Amman, Dakar or Nairobi)

· Availability to travel to Barcelona HQ and to the field (30% of time)

· Short term position of one year

· Full time job

· Annual gross salary: (based on 40 weekly hours): level HQ-4A (divided in 12 months payments) + secondary benefits, based on MSF OCBA reward policy

· Starting date: November 2020
