This Request for Proposals is to develop and produce six (6) new SOCS-based curricula learning materials, using innovative learning approaches to meet strong internal and external demands. SOCS are unique resources and are in demand to train current and future humanitarian professionals globally. This is a pilot project, and all pedagogy, content, tools, assessments, evaluations, and teacher training are to be created for online audiences. MSF will be the owner of all rights and materials. The content is based on the thirteen existing SOCS. The SOCS team along with the SOCS Learning and Development Advisory Committee[1] have identified key SOCS thematics, current contexts for comparison purposes, and expected learning outcomes.

The curricula proposals must be creative, challenging, articulate the strategy of process including the learning process, planning for facilitator training, assessments, and evaluations, and consider future scalability. This scalability should be considered at the design phase with an eye to possibilities regarding content, complexity, and audience. In addition, the curricula should be able to be taught synchronically across institutions (i.e., two universities at once) and include a student team project element for the intermediate and advanced levels. The teaching tools should be sustainable and easily modified (no software engineers required).

For this RFP, there are three online audiences identified by the SOCS team. Accordingly, you are requested to create a minimum of six separate training modules, two for each degree of difficulty. The design of all modules should keep in mind progression in degree of difficulty, a scaffolded approach. The curricula should be challenging. The level of complexity for MSF audiences and external leadership audiences should be considered as the same for purposes of this RFP; this is the advanced module. While the level of training developed for Master’s level graduate students should be adjusted accordingly for intermediate-level work. Both for advanced and intermediate modules should be planned for a total of 6-9 hours of work: 1.5 to 4 hours of pre-work, 3 hours of synchronous facilitated work, and 1.5 to 2 hours of post-work. The two introductory level curricula should be designed as 1-2 hour asynchronous, work-at-your-own-pace modules which include an element of assessment, evaluation, and some form of credentialing.

[1] The SOCS Learning and Development Advisory Committee was created in February 2020, at the inception of the L&D project and consists of 6 internal and 6 external members who advise the project.
