ABOUT THE MISSION

SI has been in Myanmar since 2008. For the first three years, SI worked in the Delta in response to the devastating Cyclone Nargis. In 2011, SI expanded to three new regions (Dry Zone, Rakhine, and Chin State) focusing on Livelihoods, Food Security, Shelter, and WASH. In January 2012, SI expanded to Kachin State to respond to an emergency situation created by the displacement of Kachin population affected by the armed conflict.

SI currently has a coordination base in Yangon, with field bases in the Rakhine and Kachin States. Each office is operational with a Field Coordinator.

In 2020, 18 international staff and 322 national staff are working within SI to implement 7 contracts (on-going) in WASH, FSL, Emergency programs (NFI, Shelter, WASH, Food) funded by OFDA, DFID/HARP, ECHO, CIAA, OCHA, CDC and UNICEF.

The global budget is EUR 6 million/year.

ABOUT THE JOB

General objective

The Wash Program Manager (PM) is in charge of the WaSH projects on the base, including project implementation and achievement of the objectives defined in the operation proposals.

  • He/she is responsible for overseeing operational teams assigned to the program and WaSH partners activities follow up.
  • He/she guarantees the good performance and the quality of project activities implemented, and, where appropriate, proposes adjustments or developments to ensure relevance.

The Wash PM is based in Bhamo Town, possible travels to Lwegel (Chinese border), few travels to Yangon and Myitkyina (Regional coordination).

The Wash PM can be asked to support the implementation of Wash emergency activities in his/her areas of intervention in Kachin.

The programs implemented by SI in Kachin State cover 13 camps (approximately 20,000 IDPs) and 15 villages through WaSH (construction and maintenance of water and sanitation facilities, hygiene promotion) and Food Security & Livelihoods (home gardening, income-generating activities, vocational training) support. Currently, WaSH activities are 100% concentrated into IDPs camp.

SI is working with 2 implementing partners.

The WaSH team is composed of 15 staffs based either at Bhamo (12) or Lwegel (3).

The Wash PM manages 1 Activity Manager who is managing 3 supervisors: 2 WatSan and 1 HP.

Responsibilities

Priorities for the first months:

  • Ensure implementation of the active projects (OFDA, ECHO)
  • Visit all intervention sites.
  • Discuss and identify program-related challenges.
  • Assess and report impacts of the activities on the beneficiaries/IDPS
  • Prepare lessons learnt from the ongoing or concluded grants
  • Ensure timely communication of monthly APU, donor and WASH cluster requested reports/information
  • Strengthen the capacities of national staff and local partners

YOUR PROFILE

Education:

  • Minimum BA degree in Environmental science or Water, Hygiene and sanitation or other related fields with project/program management experience
  • WaSH technical background with management experience.

Experience:

  • Minimum 1-year experience as Wash PM in post-emergency area and 1-year experience in managing team (including remote management);
  • IDP/refugee camp experience desirable.
  • Experience in working with local partner and dealing with various stakeholders, is highly desirable;
  • Experience in coaching and capacity building of national teams.

Previous experience in South Asia + previous experience with SI are assets.

Technical skills and knowledge:

  • Strong background in Hygiene Promotion and Community Mobilization in camp set up;
  • Experience in managing multiple grants and project simultaneously;
  • Strong data management and Monitoring and Evaluation skill, rural hydro project experience, humanitarian experience, proposal writing, team management, resources management, representation skills.

Transferable skills:

  • Decision-making skills and ability to work in autonomy is essential;
  • Diplomacy, smooth leadership skills;
  • Prioritization and self-organization; rigor.
  • Ability to multitask and delegate;
  • Ability to work in multi-cultural environment; more generally, excellent interpersonal & communication skills;
  • Ability to work under pressure;

Languages:

  • Bilingual in English

French and Burmese are assets.

SI WILL OFFER YOU

A salaried position
According to experience, starting from EUR 1 980 gross per month (EUR 1 800 gross per month + 10% annual leave allowance paid monthly) i.e. + a monthly Per Diem of USD 500 per month.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI).

In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package
Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

Bhamo is located in Kachin State (Northern Myanmar), 186km south of the capital city of Kachin State (Myitkyina). From Yangon, it takes a 3-hour flight to get to Bhamo, through Mandalay.

SI has a comfortable guesthouse, spacious and equipped with all basic furniture, included good internet connection.

SI office is 10 minutes by bike from the guesthouse. Expatriates move independently by bike or on foot, if security conditions allow it.

Please note that the current political situation is volatile, but SI monitors it daily in order to ensure the security of all staff.

The COVID 19 pandemic can impact the movements, and security rules are regularly reviewed / adapted to the situation to minimize the exposure to COVID19, in constant monitoring and adaptation to the context evolution. This include physical distancing, teleworking and strict hygienic rules such as regular handwashing etc.
