Pakistan was the sixth country in the world to sign and ratify the Convention on the Rights of the Child, less than one year after it was adopted by the United Nations General Assembly in 1989. However, children and adolescents living in Pakistan still face acute challenges.

UNICEF supports the Government of Pakistan to accelerate progress for children, work to achieve the Sustainable Development Goals (SDGs) and help children realize their rights under the Convention on the Rights of Children. This will be made through, among others things, strong partnerships with provincial authorities, teachers and health professionals, frontline workers and social mobilisers, communities and families, and of course the children and adolescents themselves.

How can you make a difference?

The Elementary and Secondary Education (E&SE) Department has launched Khyber Pakhtunkhwa (KP) Education Improvement Program (EIP) to complement implementation of KP Education Sector Plan. The five-year education program, from September 2021 to August 2026, is funded through the USD 23 million Education Sector Program Implementation Grant (ESPIG) of the Global Partnership for Education (GPE). The program is implemented by the provincial education department and attached units, with the technical support and, in close collaboration with UNICEF, as the Grant Agent.
 
The overall objective of the program is to improve access, quality and efficiency of the education system in the province. The program comprises three components and six subcomponents and interventions with corresponding intermediate results. The programme components include: component 1: Evidence Based Planning and Efficient Utilization of Resources, component 2: Improving Equity in Access to Primary and Middle Level Education and component 3: Transforming Quality in Pre-primary and Primary Level Education.
Component 1 of the program deals with evidence based planning and efficient utilization of resources at system and school levels. At the school level, the Parent Teacher Council (PTC) is the forum for school level planning and decision making. The PTCs comprise of parents, community members and teachers. PTCs are the avenues available for community to participate in school level planning and management to raise mutual accountability. The formation, roles and processes of the PTCs is governed under the PTC Policy/guide of E&SE Department. The PTC policy provides a substantial role to the PTCs in planning, decision making, oversight and ensuring transparency in utilisation of funds at the school level for improving learning, social and physical environment of school with the overall objective to improve school education. The program targets training of PTCs of 1600 government primary schools in 20 target districts (including seven newly merged districts) on their role and responsibilities, facilitate them to conduct school level needs assessment, develop and implement school development plans including through grants to address those needs ensuring efficient utilization of resources at school level. The programme also envisages linkages of school level data/information with Integrated Decision Support System, that include tracking and monitoring of PTC progress on funds utilization under regular funding and conditional grants.
Presently there is no system in place to review and evaluate performance of PTCs on a regular basis in a structured manner and channel the feedback into the system for continuous improvement and strengthening of PTCs. To ensure PTCs are effectively playing their role as defined in the PTCs policy guidelines and as envisaged in the KP Education Improvement Program with respect to utilisation of development grants for school improvement, PTCs performance evaluation system will be designed and developed to review and assess performance of PTCs on a regular basis and provide feedback to the system for continuous improvement. The performance evaluation system will include the structure, processes, tools and instruments for performance evaluation of PTCs in the public education sector.
In the same context, UNICEF Education Section intends to hire services of a School Development Expert to design and develop system for performance evaluation of PTCs in government primary schools in KP, in close consultation with E&SED, its attached units and other stakeholders. The Expert will be specifically responsible for the following scope of work and deliverables working closely with E&SED and in consultation with UNICEF:
 
Conceptualizing PTCs Performance Evaluation System:
  • Review existing PTCs policy guidelines and training material(s) for PTCs mandate, roles and responsibilities, and functions.
  • Review existing support structure(s) in place for PTCs at district and provincial level, their official mandate and role with respect to PTCs.
  • Review existing mechanism to support and capacitate PTCs to access conditional grants.
  • Study best practices and models established in the system compatible settings at national and international levels.
  • Recommendations for amendments to PTC guide/policy and procedures to strengthen and empower PTCs.
  • Conceptualise and outline the performance evaluation system for PTCs including structure (roles and responsibilities), evaluation process, tools and instruments.
  • Discuss the recommended amendments and PTCs performance evaluation system with E&SED, its attached unit and other stakeholders for their inputs and feedback.
Developing PTCs Performance Evaluation System in close consultation with E&SE Department and relevant attached units (Directorate of E&SE, District Education Offices, Reform and Implementation Unit, Education Management Information Cell and Education Monitoring Authority):
  • Establish performance standards and key performance indicators (KPIs) for PTCs, at different levels (individual and organizational level, Input/Output/Outcome levels) for gauging the effectiveness of PTCs.
  • Define the performance review and evaluation process and structure with roles and responsibilities for PTCs performance evaluation and feedback.
  • Develop instruments and tools to be used by the evaluators (according to the proposed structure at district and provincial level) to review, record, assess and document PTCs performance against the established criteria (standards and KPIs).
  • Establish linkages of the evaluation mechanism with the PTCs dashboard to be integrated into EMIS/Integrated Decision Support System.
Facilitating operationalization of PTCs Performance Evaluation System:
  • Prepare guidelines on the performance evaluation system for PTCs (to be integrated in the training material for PTCS to sensitize them on the system)
  • Prepare guideline for the concerned officials as performance evaluators on the PTCs performance evaluation system (structure, processes, tools and instruments) on roles and responsibilities, use of instruments and tools, frequency, reporting, analysis etc.
  • Conduct orientation session(s) with the concerned officials (from district and provincial setups) on the PTCs performance evaluation system and their roles and responsibilities, data collection, analysis and reporting.
  • The Tasks and Deliverables are as under:

To qualify as an advocate for every child you will have…

  • Advanced university degree (Master’s or higher) in Social Sciences, Development Studies, Education Planning and Management.

*First university degree (Bachelor’s) in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree”

  • A minimum 6 years of working experience in the areas of education planning and management.
  • Knowledge and experience in the technical areas of school development planning, community participation and engagement, school supervision and monitoring.
  • Knowledge and experience in the performance monitoring and evaluation at individual and organizational levels.
  • Experience of working with the public education sector in Pakistan and coordination with multiple stakeholders.
  • Experience and knowledge of capacity development approaches and practices.
  • Excellent analytical, writing and communication skills in local working language and English language.
