European Civil Protection and Humanitarian Aid Operations (ECHO) has identified the need to support the newly formed Local and Provincial Government in building emergency response and disaster risk reduction capacity, ECHO also identified improved coordination among state and non-state stakeholders, clusters/humanitarian actors including private sectors across the provinces and municipalities for enhancing municipal and provincial preparedness for urban and earthquake risk. ECHO, therefore, has sought UNDP led consortiums engagement after the selection process for proposal called through HIP 2021, to implement the project titled “Strengthening Urban Preparedness, Earthquake Preparedness and Response in Western Region of Nepal (SUPER)”. This project will be implemented in 3 provinces in the Western Nepal, i.e. Lumbini, Karnali and Sudurpaschim Province. The project aims to: enhance municipal preparedness for urban and earthquake risks; and at provincial levels on impending earthquake risks benefiting entire provincial populations through improved preparedness for effective disaster response, with specific focus on the vulnerable population.
Specific Tasks:
The primary function of the consultant will be to support and engage various other stakeholders, including communities, private stakeholder, service providers, experts and other agents working in preparedness for urban and earthquake risk. Hence, the consultant will be based in Lumbini province to carry out regular stakeholder consultations, liaise with the line agencies, organizations as well as target beneficiaries to implement planned activities and provide technical facilitation and support to the project team where/when required.
A) Maintain effective coordination at Provincial or local level as well as within the project components:
• Support close coordination and necessary linkages with the provincial/ municipal governments, key ministries/ departments, Provincial/ Municipal EOCs, Provincial/ Municipal Focal Point Agency, Cluster Co-leads and partners, other government entities at local level including ward offices, line agencies, Tole Lane Organizations, women groups, and the local people.
• Maintain communication/ coordination mechanism with the Provincial Coordinator (and by delegation the PTO) as well as the national staff and other provincial and municipal technical officers, Admin, and finance officers of the project team.
• Synchronize actions at field level between different actors within the components of this project.
B) Support effective management of project for timely delivery of quality outputs:
• Under the overall guidance of National Project Coordinator and oversight of the Provincial Coordinator, undertake responsibility for planning, implementation, management, and coordination aspects of the project at provincial/ municipal level.
• Carry out field supervision and joint monitoring to support quality delivery of outputs and activities.
• Plan in a timely, efficient and dynamic manner and carry out day-to-day management of the work, including coordination with the local partners, based on prepared and updated detail work plan.
C) Provide technical support to the project team to achieve project outputs:
• Organize simulation based on the impact modelling in provinces and urban municipalities and undertake baseline/ midline/ end line KAP surveys
• Facilitate and support for the development of GIS Mapping & development of different types of maps at the provincial level along with validation and dissemination
• Lead in sensitization of the provincial elected representatives, key ministerial authorities, humanitarian partners on their exposure, vulnerability, and risks.
• Facilitate meeting in coordination with provincial ministries, Provincial Focal Point Agency (PFPA) and Humanitarian Cluster Co-leads for Clusters-specific Preparedness plan, to improve coordination and interlinkages between province, local levels and humanitarian stakeholders
- Design and facilitate capacity building trainings, meetings/ discussion at provinces and municipalities to create enabling environment for coordinated actions that support in implementation of DRR related activities including preparation of plans, standards and guidelines
• Document learning and disseminate information to wider DRR community at provincial/ municipal levels
• Provide technical and facilitative support, where necessary to the other Technical Officers, Community Development Worker for developing clarity in approach during implementation of the project activities.
• Advocate for and provide support to the local level government for their resource mobilization to ensure sustainability of the actions and initiatives
• Jointly with provincial technical officer and municipal technical officer ensure synergies and quality across the guidelines, framework and key document produced.
• Support in implementation of risk mitigation measures to reduce structural and non-structural vulnerabilities.
• Support advocacy and policy engagement for enhancing humanitarian preparedness and reducing disaster risk at provincial/ municipal level, ensuring sustainability of the action initiatives through mobilization of own resources of the provincial and municipal government
• Support on donor monitoring, project evaluation, and implementation of activities as per agreed work plan, etc.
• Provide high quality feedback on the Emergency preparedness and response plans and Business continuity plans, relief guidelines and frameworks prepared at provincial/ municipal level maintaining coherence based on the findings from the risk assessments and federal guideline
D) Support the Monitoring, Preparation of reports and documents, Communication/ Knowledge Management and Gender Equality and Social Inclusion (GESI):
• Contribute to timely preparation and quality control of technical and progress reports, briefs and other required documents.
• Support in ensuring project data/information are maintained in line with project M&E framework in a disaggregated fashion.
• Support in ensuring that project approaches, monitoring system and reporting mainstreams the aspects of gender and social inclusion with adequate GESI sensitive data collection and tailored support.
• Support for documentation of project results and achievements and their dissemination in coordination with provincial coordinator
• Work closely with information and database officer and Communication officer to collect and comply, reports, data, news, events, human stories, challenges and lessons learnt to publish in periodic reports
• Support in integration of GESI aspects in all stages of the project in coordination with GESI Focal Person of UNDP/CDRMP/ SUPER project
• Perform any other related task as per the request of the Provincial Project Coordinator, and National Project Coordinator of SUPER project.

Duration of the contract:
The total duration of the consultancy is 11.5 months tentatively starting from 16 September 2021.
Duty Station: Lumbini Province ( Provincial Ministry/NRCS/UNICEF) – Work From Home arrangement will be applied if restrictions applied due to COVID situation

To qualify as an advocate for every child you will have…
- Master’s degree in Engineering, Disaster Management, Planning, Housing, and any related Social science fields.
• At least five years of relevant experience in implementation, monitoring and evaluation of projects related to building construction, land use planning or related field.
• Experience of working with or exposure to provincial and local level planning process.
• Demonstrated technical skills in safer construction and disaster risk management/ preparedness.
• Demonstrated social skill of coordinating with different stakeholders and facilitating discussions,
• Excellent skills on preparing quality reports and other knowledge products
• Experience in the usage of computers and office software packages (MS Word, Excel, etc.).
• Experience of working in new federal context with the provincial and the local government
• Work experience in the focus provinces and cities as mentioned in the background above, will be an asset
