The Government of Mongolia and the United Nations Children’s Fund for Mongolia (UNICEF), under its 5th Country Programme (2017-2022), aim to strengthen national and decentralized systems to ensure most disadvantaged children benefit from increased access to and utilization of services that promote health, clean air, nutrition, inclusive education, early childhood development, social protection, child protection, WASH and climate change action.
Inadequate management of waste generated in health care facilities causes direct health impacts on the community, the personnel working in health care facilities, and on the environment. In addition, pollution due to inadequate treatment of waste can cause indirect health effects to the community. The introduction of almost 4,5 million syringes and 1.3million vials to vaccinate 60% of the Mongolian population (4,5 million doses of COVID 19 vaccines for 2,25 million people) waste will place a significant additional burden on already-stretched current waste management practices, safety and the environment.
How can you make a difference?
The rapid assessment aims at reducing the disease burden caused by poor health care waste management (HCWM) through the promotion of best practices and the development of safety standards. The purpose of the assignment is to conduct Waste Management Rapid Assessment on the Immunization practices in Mongolia and present the findings to the MOH, NCCD and other relative partners. Capacity building of the health care workers at various levels is also an essential part of the assignment.
Under the direct supervision of the Senior Advisor (Immunization Team Leader), the consultant will work closely with the relevant officers of the COVID 19 Immunization team to:
- Conduct assessment of immunization waste-management system, including handling of the infectious waste contaminated by COVID 19 virus monitoring mechanisms in Mongolia.
- Desk review of national legislation, policies, regulatory and institutional framework on healthcare waste management (HCWM) system with a specific focus on immunisation program waste.
- Evaluate current HR capacity in MOH/NCCD to provide management and QC/QA oversight.
- Draw conclusions and recommendations for HR capacity building in notably weak HCWM practices and processes.
- Recommend safe and environmentally appropriate final disposal arrangements for immunization waste inclusive of an operational framework.
- Draft a plan for HR capacity building, within MOH/NCCD for management and QC/QA practices, and private sector handlers, transporters and disposers as may be appropriate.
- Implement ToT capacity building program for MoH/NCCD personnel at Central/Province/Districts.
Contract duration: 6 months (tentatively between 1/11/2021 – 30/04/2022)

To qualify as an advocate for every child you will have…
- An advanced university degree (Masters or higher) in Public health, Public Administration, Environmental Health, Supply Chain Management or related field
- At least 5 years of relevant experience in the area of public health, waste management and environmental health,
- Experience in the conceptualization, design, and assessment of waste management and environmental engineering
- Excellent writing skills in English and research writing are an essential requirement for this post
