National Consultant – Mapping of Informal Economy in East Amman

UNDP Jordan recently set up a Policy Advisory Team to position UNDP as a thought leader and partner on key development issues to accelerate progress towards the SDGs and to support Jordan’s efforts of ‘building forward better.

The team is embarking on an ambitious research agenda including exploring the informal economy. Our approach seeks to build on and leverage the work of UNDP’s Accelerator Lab as well as UNDP’s Innovation staff at the country office, regional level, and global level, in addition to other teams.

Jordan is a pilot country for the Informal Economy Facility (IEF), an initiative to help UNDP program countries to move the needle on poverty, vulnerability, and inequality, including gender inequality, by PROTECTING actors of the informal economy and EMPOWERING them to benefit from and contribute to inclusive, job-rich and green recovery & development pathways.

One of the main approaches being used in this work is sensemaking. According to Gary Klein, one of the “major contributors to sensemaking theories, “Sensemaking is the ability or attempt to make sense of an ambiguous situation. More exactly, sensemaking is the process of creating situational awareness and understanding in situations of high complexity or uncertainty in order to make decisions. It is “a motivated, continuous effort to understand connections (which can be among people, places, and events) in order to anticipate their trajectories and act effectively.

As part of this sensemaking effort, UNDP Jordan intends to pursue three ​​transformative changes/impacts:

  1. Challenge the ‘status quo’ and existing perceptions of the informal economy through data, policy reviews, analysis, dialogue, and co-design sessions
  2. Reach those furthest behind first and leave no one behind – regardless of formality or informality, we need to look at pathways to sustainable livelihoods and the creation of decent jobs.
  3. Identify adaptable, resilient and/or innovative business models that generate and transform work and contribute to building forward better.
