UNICEF in Vientiane, Lao PDR is looking for an Individual National Consultant to Deliver Training of Trainers and Training for the provincial Social Service Workforce in Lao PDR. The total working days is estimated at 17 days over the course of nine months, starting from July 2021 to December 2021. The revision of the training manual and the trainer’s guide will be carried out remotely. The consultant will participate all five training sessions in Vientiane Capital, Attapeu, Xienkhouang and Xayaboury Provinces.
Summary of key functions/accountabilities:
Task 1: Conduct the 1st Psychological first aid and mental health and psychosocial support training of trainers in Vientiane Capital, targeting around 20 people
Task 2: Conduct the 2nd Psychological first aid and mental health and psychosocial support training of trainers in Vientiane Capital, targeting around 20 people
Task 3: Conduct the Psychological first aid and mental health and psychosocial support training in Attapeu Province (# of participants TBD)
Task 4: Conduct the Psychological first aid and mental health and psychosocial support training in Xienkhouang Province (# of participants TBD)
Task 5: Conduct the Psychological first aid and mental health and psychosocial support training in XayabouryProvince (# of participants TBD)
Task 6: Revise the Psychological first aid and mental health and psychosocial support training module and the trainer’s guide based on the participants’ feedback

Qualifications and Experience
- Advanced University Degree in Psychology, Social Work, Child and Family Development, or other relevant fields.
- Minimum five years of experience working in Lao PDR in child protection, psychology, mental health, GBV, protection, emergency preparedness and response, etc.
- Extensive experience in delivering training on psychological first and, mental health and psychosocial support, child protection, GBV and emergency preparedness and response.

- Financial proposal: All-inclusive lump-sum cost.
The deadline for applications is 28 July 2021.
Assessment Criteria:
A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.
Applications shall therefore contain the following required documentation:
1. Technical Proposal, including a cover letter and an updated CV.
2. Financial Proposal: Lump-sum offer with the cost breakdown for professional services for 17 days and medical insurance covering medical evacuation for the whole duration of the assignment as part of the financial proposal submission.
No financial information should be contained in the technical proposal.
For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:
a) Technical Qualification (max. 100 points) weight 70 %
- Advanced University Degree in Psychology, Social Work, Child and Family Development, or other relevant fields. (30%)
- Minimum eight years of experience working in Lao PDR in child protection, psychology, mental health, GBV, protection, emergency preparedness and response, etc. (40%)
- Extensive experience in delivering training on psychological first and, mental health and psychosocial support, child protection, GBV and emergency preparedness and response. (30%)
b) Financial Proposal (max. 100 points) weight 30 %
The maximum number of points shall be allotted to the lowest Financial Proposal that is opened /evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.
The applicants should provide medical insurance covering medical evacuation for the whole duration of the assignment -as part of the financial proposal submission.
The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview.
