Title: National Consultant to develop malaria elimination communication tools
Duty Station: Home based with regular discussion with UNICEF and MoH
Type of Contract: Individual Consultant – Special Service Agreement
Duration: October 2020 – December 2020
BACKGROUND:
Indonesia has set a malaria elimination target by 2030. Among the 514 districts: 306 have been certified malaria free, while the rest are at low, moderate and high endemic. While this progress is commendable; in the last three years the reduction of cases has been stagnant and numerous low endemic districts did not progress to elimination. Moreover, a handful of outbreaks were reported from malaria free areas introduced by imported cases; showing decreased awareness of the health practitioners and the community on travel related malaria.
Field assessment on community practice and perception to malaria intervention conducted by UNICEF in support to Ministry of Health shown the need to strengthen the Social and Behaviour Change Communication (SBCC). With UNICEF support the MoH has developed communication strategy on malaria elimination. The communication strategy needs to be further equipped with communication tools for target audiences as identified in the communication strategy. Upon request from the Ministry of Health UNICEF is hiring individual consultant to develop communication and advocacy tools.
WORK ASSIGNMENT and DELIVERABLES
Under the supervision of Health Specialist (Malaria), the details of work assignment and deliverables are as follows:
Work assignment:
1. Upon comprehensive understanding of the MoH malaria elimination communication strategy the consultant shall propose communication materials (leaflet, puppet, stories, cards, etc) and the concept of each materials for identified target audience and meeting points (communities during different community events, village malaria workers, health staffs in health facilities, teachers in schools, etc) in different setting (high, low, and malaria free) taking into account specific population (miners, plantation, etc).
2. Upon consultation with MoH and UNICEF develop the content of the communication materials and working together with UNICEF designer produce final communication materials.
3. Provide technical assistance in delivering malaria message using communication materials produced.

Dissemination of communication materials to PHOs and DHOs
To qualify as a champion for every child you will have…

At least 2 years’ experience in Behavior Change Communication / Communications for Development
-
Experience in designing Communication Strategy including communication messages
-
Experience in designing Information, Education and Communications materials
-
Knowledge of gender issues and gender-transformative programming
-
Familiar with and experienced in human-centered design of programmes for organizations (the UN or other)

Experience working in diverse regions of Indonesia
-
Fluency in Bahasa Indonesia and proficiency in English.
