How can you make a difference?
Under supervision of the Child Protection Officer and close guidance of Ministry of Justice, the consultant will provide technical assistance to the Ministry of Justice for implementation of the Birth Registration Programme.
WORK ASSIGNMENT:
1. Develop a work plan for the assignment
2. Support MoJ with the development of a manual on the birth registration procedures
- Conduct desk review of existing national documents
- Conduct consultations with MoJ and other stakeholders on the contents
- Draft a manual that will include legal basis, step by step process for different cases of birth registration, clear roles and responsibilities of civil registrars, community leaders, health workers, and other involved actors if any, process flowcharts, and other necessary components. The manual will be used by civil registrars, community leaders, and health workers.
- Present the manual to MoJ and other stakeholders for feedback and validation
- Support the final design and printing
3. Support on other relevant tasks for programme implementation
- Translate relevant documents between Tetum and English
- Support programme meetings with the MoJ and UNICEF, including organization, translation and drafting meeting minutes
- Other relevant tasks needed for project implementation
DELIVERABLES:
1. Short document of a work plan
2.1 First draft of the manual on the birth registration procedures
2.2 Final draft of the manual, reflecting feedback received
3. An activity report with all documents produced (in electronical copies).
CONTRACT DURATION: two months to be started as soon as possible.
To qualify as an advocate for every child you will have…
- At least a university degree in a relevant field, such as laws, public administration, or other social science disciplines;
- Minimum 3 years of professional experience in relevant field. Experience in working for government agencies or the UN will be a strong asset;
- Excellent communication and coordination skills among a wide range of stakeholders;
- Ability to follow instructions, work under tight deadlines, and deliver high-quality results;
- Excellent writing and speaking skills in both English and Tetum.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
