TERMS OF REFERENCE FOR PERSONNEL UNDER INDIVIDUAL SERVICE AGREEMENT (ISA)

ORGANIZATIONAL CONTEXT

The United Nations Industrial Development Organization (UNIDO) is the specialized agency of the United Nations that promotes industrial development for poverty reduction, inclusive globalization and environmental sustainability. The mission of the United Nations Industrial Development Organization (UNIDO), as described in the Lima Declaration adopted at the fifteenth session of the UNIDO General Conference in 2013, is to promote and accelerate inclusive and sustainable industrial development (ISID) in Member States. The relevance of ISID as an integrated approach to all three pillars of sustainable development is recognized by the 2030 Agenda for Sustainable Development and the related Sustainable Development Goals (SDGs), which will frame United Nations and country efforts towards sustainable development in the next fifteen years. UNIDO’s mandate is fully recognized in SDG-9, which calls to “Build resilient infrastructure, promote inclusive and sustainable industrialization and foster innovation”. The relevance of ISID, however, applies in greater or lesser extent to all SDGs. Accordingly, the Organization’s programmatic focus is structured in four strategic priorities: Creating shared prosperity; Advancing economic competitiveness; Safeguarding the environment; and Strengthening knowledge and institutions.

Each of these programmatic fields of activity contains a number of individual programmes, which are implemented in a holistic manner to achieve effective outcomes and impacts through UNIDO’s four enabling functions: (i) technical cooperation; (ii) analytical and research functions and policy advisory services; (iii) normative functions and standards and quality-related activities; and (iv) convening and partnerships for knowledge transfer, networking and industrial cooperation. Such core functions are carried out in Departments/Offices in its Headquarters, Regional Offices and Hubs and Country Offices.

The Directorate of Digitalization, Technology and Agri-Business (DTA), headed by a Managing Director, coordinates and mainstreams the Fourth Industrial Revolution (4IR) in its technical cooperation, strategic, normative activities aiming at fostering the inclusive and sustainable development in the era of 4IR. The Directorate creates new and innovative technical cooperation deliverables in the areas of trade, investment, technology innovation and agro-industry and agri-business. The Directorate comprises the Department of Digitalization, Technology and Innovation (DTI) and the Department of Agri-Business (AGR).

The Department of Agri-Business (DTA/AGR) provides a range of technical cooperation services to assist developing countries add value to the output of their agricultural sector and generate employment opportunities in off-farm activities for rural communities, thereby contributing to increased food security and a sustainable reduction of poverty. The department provides support for the development of agri-business corridors in developing countries in collaboration with International Financial Institutions. The Department drives the Organization’s mandates of creating shared prosperity and advancing economic competitiveness. It supports initiatives to build human capital and raise total factor productivity through focused vocational training and industrial skills development activities. With its programmes, the Department addresses the root causes of migration and helps alleviate migration pressures at the origin.

The Rural Entrepreneurship, Job Creation and Human Security Division (DTA/AGR/RJH) provides technical cooperation services to improve livelihoods in rural communities through productive activities. The focus is on business activities among socially and economically marginalized people, including in particular women and youth, in the farm and non-farm sectors including the creative industries. Both entrepreneurial and technical human capacities are strengthened and matched with opportunities to produce new and improved marketable products. Knowledge and technology introduced in the rural communities match the absorptive and innovative capabilities of the poor and vulnerable segments of the rural society.

PROJECT CONTEXT

The National Coordinator (NC) will be recruited under the project “Design of a public private development partnership between Sida, Volvo and UNIDO in the Democratic Republic of the Congo, using the market system development approach”.

The project is designed to assess the relevance of and develop the project document for a Public Private Development Partnership (PPDP) project in the field of Heavy Duty Industrial Equipment and Commercial Vehicles (HDIECV) in the Democratic Republic of the Congo (DRC), using the Market System Development (MSD) approach. It foresees a partnership between Swedish International Development Agency (Sida), Volvo Group Global, and United Nations Industrial Development Organization (UNIDO) in order to stimulate systemic change in the skills gap observed in the mining and construction sectors in DRC.

This design phase project engages in several activities as follows: i) conducting partnership start-up workshop amongst international project partners; ii) conducting market analysis and market/labour and training needs assessment, including gender assessment; iii) reviewing above analysis and assessment by international and national partners through a participatory and explorative national stakeholder workshop; iv) designing a project document, including results chain and a monitoring and evaluation framework, using outputs from the previous activities. The draft project document will be presented to all stakeholders for validation at the end of this design phase project.

FUNCTIONAL RESPONSIBILITIES

Under the supervision of the Project Manager (PM) and Allotment Holder (AH), the NC will work closely with the project team and UNIDO Kinshasa field office (FO) to undertake the following duties:

Main Duties

Project management (expected duration: 35%):

  • Monitor project implementation at field level and collect required information and data, reporting on identified bottlenecks and proposing and implementing solutions to expedite implementation;
  • Facilitate coordination and cooperation with counterpart and other stakeholders at the field level, in consultation with UNIDO HQ & FO;
  • Lead coordination efforts, provide regular updates and brief counterparts and other project stakeholders on project activities;
  • Support the elaboration of interim and final reports and other documents for the donor and counterparts as requested by PM / AH;
  • Keep abreast of national and regional development context, any other support programmes (especially those related to TVET and the construction and mining sectors) being launched/implemented by the donor, other multilateral/bilateral development organizations etc in consultation with UNIDO HQ & FO;
  • Provide field-level inputs to the MSD contract work and the development of the main project document;
  • Collect and report other information from the field as requested by the PM / AH and Experts;
  • Keep track of financial procedures and payments of the project, such as request and follow-up of supplier invoices, request of OCA, OCAFT etc and reconciliations.

Concrete/measurable outputs to be achieved:

  • Project implementation monitored at field level, project challenges identified timely and solutions developed and implemented;
  • Effective coordination of project activities and project stakeholders;
  • Inputs provided for final reports/documents;
  • Knowledge on national and regional context, donor interest and sectoral landscape developed
  • Effective project financial administration

Workshops, meetings, conferences, seminars and trainings (expected duration: 25%):

Organize and prepare workshops, meetings, conferences, seminars, trainings, and other types of events related to the project. This includes:

  • Planning project events in consultation with UNIDO HQ and FO;
  • Preparing agenda, invitee list, and invitation letters in consultation with UNIDO HQ and FO;
  • Sending out invitations timely and following up to ensure participation of key stakeholders;
  • Following up on key event inputs required from participants e.g. speeches, presentation, to ensure smooth delivery at the event;
  • Preparing details related to event logistics, which includes collecting offers in accordance with UNIDO’s regulations, liaising and coordinating with the suppliers and other people involved;
  • Preparing meeting minutes/event reports;
  • Proposing to the AH and project team on any activity that may have an added value to the project.

Concrete/measurable outputs to be achieved:

  • Agenda, invitee list and invitation letters prepared and sent;
  • Event inputs prepared in time;
  • Events conducted;
  • Meeting minutes/ event reports prepared;
  • Communication material developed.

Project communication and visibility (expected duration: 15%):

  • Provide inputs to developing a communication plan for the project;
  • Implement the finalized communication plan adopted by the project;
  • Prepare project communication material including project fact sheets, press releases, website articles etc. as requested;
  • Coordinate and follow up with the different elements involved in the production of the promotional materials, such as: graphic designers, printing press etc as required;
  • Take and collect photographs and videos to be included in communication material for project stakeholders;
  • Distribute communication material based on the communication plan, including coordination with media and key stakeholders to ensure good publicity/media coverage of events organized and take stock of communication material, such as photographs and videos;
  • Post photographs and videos on communication challenge.

Concrete/measurable outputs to be achieved:

  • Communication plan developed;
  • Communication plan implemented;
  • Good publicity and media coverage of events/activities.

Logistic arrangements (expected duration: 10%):

  • Prepare mission plan for the project team as requested;
    Provide logistical support for missions for PM/AH, international experts and subcontractors as requested.

Concrete/measurable outputs to be achieved:

  • Mission plan prepared;
  • Logistical support provided.

General support function (expected duration: 15%):

  • Attend internal and external meetings as requested;
  • Prepare and circulate minutes of meetings;
  • Maintain files (both paper and electronic) and databases related to work;
  • Perform any other related duties as assigned.

Concrete/measurable outputs to be achieved:

  • Meeting minutes;
  • Files and database maintained.

MINIMUM ORGANIZATIONAL REQUIREMENTS
Education: Advanced university degree in development, economics, international relations, business administration or a related discipline.

Technical and Functional Experience:

  • At least three years of professional experience preferably within the field of private sector development and/or industrial skills development;
  • Experience with the UN or other international organizations will be considered an advantage;
  • Knowledge of mining and construction sector, including services provided for the maintenance and repair of heavy duty equipment will be considered an advantage;
  • Experience in project management;
  • Familiarity with the application of participatory planning and Result-Based Management;
  • Excellent communication and writing skills in English and French;
  • Proven ability to work in groups;
  • Strong inter-personal skills;
  • Results oriented;
  • Proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet.

Languages: Fluency in written and spoken English and French is required.
