How can you make a difference?
Activities and Tasks:
- Identify Municipal and Provincial Nutrition Supervisors and Focal Points for nutrition training
- Working closely with the Direcção Nacional de Saúde Pública (DNSP) and Gabinete Provincial de Saúde (GPS) Luanda, Namibe, Benguela and Cuando Cubango and UNICEF to map and identify the number of staff for each level of the health pyramid to be trained on each of the above-mentioned thematic areas in each province and collect contact details, level of training in above-mentioned thematic areas and details of the health facilities the staff member will subsequently cascade the training to.
- Based on mapping, draft a capacity development plan, budget and timetable with the relevant provincial and municipal nutrition focal points to deliver training on the above thematic areas in each province.
2. Capacity building of Municipal and Provincial Nutrition Supervisors and Focal Points on the prevention, screening, identification and management of malnutrition
- Conduct 5-day on-site training on Integrated Management of Acute Malnutrition (including monitoring programme performance according to SPHERE standards and nutrition supply quantification and supply chain management) to Municipal and Provincial Nutrition Supervisors and Focal Points.
- Conduct 5-day on-site training on the caregiver MUAC approach, maternal, infant and young child nutrition counselling, vitamin A supplementation and micronutrient powder supplementation to Municipal and Provincial Nutrition Supervisors and Focal Points responsible for cascading training to health facility staff and community agents who will raise awareness on these thematic areas among caregivers of children 6-59 months.
- Conduct refresher training on the mentioned thematic areas for staff who have already received foundational training in the above-mentioned thematic areas in targeted municipalities.
- Support the GPS and DNSP cascade training arrangements for training of health facility staff in each province.
- Conduct follow-up mentoring visits to Municipal and Provincial Nutrition Supervisors and Focal Points to offer further supportive supervision and propose corrective actions with the support of GPS Luanda, Benguela, Namibe and Cuando Cubango to identified priority municipalities.
- Conduct key informant interviews with Municipal and Provincial Nutrition Supervisors to understand challenges and assess changes in competencies in relation to the prevention, identification and management of malnutrition.

To qualify as an advocate for every child you will have…
- University degree (Bachelor’s or higher) in nutrition or public health (nursing or other relevant health discipline) or social science
- A minimum of five (5) years progressively responsible professional work experience at national level in Nutrition and Public Health programmes
- A minimum of five (5) years of experience in developing community programmes in nutrition/public health
- Proven experience and technical expertise in implementation of Integrated Management of Acute Malnutrition Programme
- Familiarity with prevention activities including the caregiver MUAC approach, maternal, infant and young child feeding counselling, vitamin A and micronutrient powder supplementation
- Training of trainer’s certification is considered a strong asset
- Fluency in Portuguese and working knowledge of English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
- Ability to build sustainable and effective partnerships between agencies, government and all nutrition and other partners and promote effective mechanisms of communication and collaboration
- Excellent skills in facilitation, team building and mediation
- High ethical standards and understanding of sensitivities relating to children’s rights

Remarks:
Duty Station: The majority of the consultancy will take place in Luanda. However, travel to Namibe, Cuando Cubango and Benguela are expected as per the plan below:
- Luanda – 24 working days – first/second month
- Namibe – 24 working days – second/third month
- Cuando Cubango – 24 working days – third/fourth month
- Benguela – 24 working days – fourth/fifth month
Terms of Payment: The consultant will be paid an all-inclusive fee (transportation costs, stationary, communication and other miscellaneous expenses) as per the stipulated deliverable and payment schedule.
Contract Duration: 8 months
