In order to explore areas for which there are indications that are highly vulnerable to corruption within the protection of the environment, in 2020 the Mission commissioned an expert analysis on the state-of-affairs with the corruption in environment. Some of the conclusions indicated a need to assess laws and bylaws in the area of environment from the aspect of corruption vulnerability, to substantially strengthen capacities of the responsible authorities at central and local level and to improve cooperation of the citizens’ associations with the media. In order to conduct an anticorruption assessment of the legislation in the area of environment protection, the Mission is looking to engage a National Legal Expert on Corruption Prevention in Environment Protection. The National Legal Expert will analyse the laws and by-laws in the area of environment protection in line with the Methodology for anti-corruption assessment (adopted by the SCPC in November 2020) and produce a report detecting concrete provisions in the national legislation that contain corruption risks and recommending legislative amendments to reduce existing or possible corruption risks. |

| Remuneration Package | ||
|
For the services provided, the National Legal Expert will be remunerated with a lump sum of EUR 2,500.00, payable in 2 instalments, upon successful delivery of the services as foreseen in the Terms of Reference. The foreseen period of engagement is from June to October 2021, with estimated up to 40 working days of engagement. |
