FHI 360/Philippines (www.fhi360.org) through Better Health Programme (BHP) is a 3.5-year project funded by the UK Government’s Prosperity Fund aims to reduce Non-Communicable Disease (NCD) burden in the Philippines and improve access to safe, quality care using equitable, ethical and sustainable approaches. The program will accomplish this through the implementation of a set of activities in the following areas: 1) Strategies to Counter NCDs; 2) Digital Health initiatives; 3) Education and Training; 4) Provider Performance Improvement; and 5) Life Sciences initiatives.
Job Summary or Overview
Under the direction of the Country Technical Lead, the NCD and Policy Technical Specialist will provide overall technical leadership for the Better Health Programme in the Philippines. The Technical Specialist will play a key role in engaging key stakeholders to advance the NCD response at national and sub-national levels and to maximize and ensure cohesion in programme delivery. The Technical Specialist will have experience working in NCDs in the Philippines and providing technical assistance to the government of Philippines in the areas of policymaking, strategy formulation, and health systems strengthening.
Specifically, the Technical Specialist will:
· Provide technical leadership and assistance in NCDs, policy making, and health systems strengthening
· Develop and execute overall programme strategy and work plan (as described in the programme terms of reference) and achievement of programme results
· Engage with relevant stakeholders (partner governments, development partners, academia) to achieve programme aims
· Work closely with the Country Technical Lead to maximize synergies and ensure cohesion in programme delivery in the Philippines
· Participate in virtual and in-person meetings with FHI 360, PwC, and Prosperity Fund representatives
· Provide deep country knowledge, including of political economy and country-specific challenges
· Ensure the prompt compliance to the NECoD Study designation memo and include in the list of deliverables and outputs the MTWG tasks and activities assigned
· Submit a separate NECoD Study Implementation update every week in addition to the weekly touchpoint meeting updates
Education/Experience
• Masters’ degree in Public Health and/or other health related fields or equivalent.
• At least five (5) years’ experience working in health development sector assisting non-government organization (NGO) or public-sector.
• Experience working with key stakeholders in Philippines, implementing partners, academic institutions, donors and regional/local government counterparts in public health and broader healthcare sector is strongly desired.
• Experience working with the UK Government (e.g., DFID, FCO, DIT etc.)
• Previous work on government strategic and operational planning/Local Investment for Health, an advantage.
Minimum Requirements/Skills
· Knowledge in Non-Communicable Diseases (NCDs) situation in the Philippines
· Minimum of 5-8 years’ experience with programme management
· Strong knowledge of concepts, practices, and procedures with programme design and management skills
· Excellent oral and written communication skills in English; knowledge of local language will be an advantage
· Articulate, professional, and able to communicate in a clear, positive manner with stakeholders and colleagues.
· Experience liaising with community and organizational leaders, donors, government officials, and representatives from other organizations.
Supervision and Reporting
The Technical Specialist will report to the BHP Country Technical Lead.
