Background

International Medical Corps has been working in Yemen since 2012 and implements its programs through the country office in Sana’a and two field offices (Ibb and Aden). As the emergency has evolved, International Medical Corps has continued providing essential lifesaving support to communities under volatile conditions in the health, nutrition, WASH, and FSL sectors. International Medical Corps is currently implementing in seven governorates of Yemen: Sana’a, Amanat Al-Asimah, Ibb, Taiz, Aden, Lahj, and Al Dhale’e. Across all seven governorates, IMC’s Yemen response consists of integrated projects aimed at delivering a core package of interventions to reach the most vulnerable, conflict-affected, and/or displaced communities with funds from a diverse portfolio of institutional and private donors. International Medical Corps is supporting over 45 nutrition sites at statistical and mobile clinics in Sanaa, Ibb, Al Dhalee, Taiz and Lahji governorates for CMAM and IYCF- E program interventions.

International Medical Corps has built partnerships with government authorities such as Ministry of Planning and International Cooperation (MOPIC), Ministry of Public Health and Population (MOPHP), National Security, Cleaning Fund, General Authority for Rural Water Supply Projects (GARWSP), Ministry of Agriculture, in order to facilitate access to facilities and communities, for monitoring, and to support the transportation of supplies. International Medical Corps also participates in clusters and coordinates with local and International NGOs to improve quality and to avoid duplication support.

Job Purpose

The Nutrition Manager is responsible for managing and supervising International Medical Corps’ nutrition program activities in Yemen. S/He provides leadership, direct management, and technical guidance to the nutrition team and is accountable for the implementation of high quality nutrition services through an integrated program approach and that the high-quality is achieved according to Yemen national and international standards. This position is based in Aden with frequent monitoring/supervision visits and time spent across the other governorates where International Medical Corps implements nutrition programs. The Nutrition Manager will be extensively involved in internal (operation, support and other sector) and external collaboration (Ministry of Public Health Promotion, the nutrition Cluster, actively participate in SAG, other working groups). The Nutrition Manager will represent International Medical Corps at donor meetings, cluster meetings, and other inter-agency meetings and will collaborate with national counterparts and other key stakeholders in discussion with the Nutrition Coordinator. Within International Medical Corps, the Nutrition Manage will remotely manage national nutrition team to country wide effective project implementation. This position will work under the supervision of the Nutrition Coordinator and in collaboration with, Field Coordinator, Finance Manager, Logistic Manager, Program Director Finance Director, Logistic Coordinator and the MEAL Collaboration.

Main Responsibilities

Technical Guidance and Leadership 50%

• Lead implementation of nutrition services in the project areas guided by project objectives and goals, MoPHP standards, Sphere standards, and IMC Minimum standards.
• Provide technical oversight to ensure integration of nutrition activities with other sectors, including health, WASH and food security
• Lead, plan and conduct nutritional assessments and surveys in existing and in potential new areas, following the nationally approved survey protocol, for program expansion and feed assessments results into proposals if needed.
• Support the nutrition managers, officers and supervisors to ensure proper functioning of reporting systems data flow mechanisms for regular assessment, monitoring and evaluation of the program against its objectives and expected results.
• conduct critical monitoring of all aspects of nutrition activities and identify areas of concern. Submit workable solutions for identified challenges
• Assess the training needs of nutrition staff; develop a training program to meet these needs; conduct nutrition training for project nutrition staff and MOH counterparts implementing nutrition programs, focusing on all aspects of community-based management of acute malnutrition (CMAM) and IYCF with the support of the Health and Nutrition Supervisors
• Coordinate with other sectoral program managers with IMC’s program to ensure that other parts of the program are functioning in order to maximize nutrition intervention’s impact
• Work with logistic department for the procurement of international and national nutrition commodities, pharmaceuticals, supplies and other according to the approved budget
• Coordinate with nutrition cluster, MoPHP and other key stakeholders for the approval of nutrition commodity procurement
• Collaborate with the nutrition coordinator and program director to identify and develop new program opportunities and consider program expansion into new localities.
• In conjunction with the MEAL Coordinator, adapt tools for data collection, analysis and reporting; take lead in interpreting collected data in health and corrective action
• Develop quantitative and qualitative reports of health project activities for different grants in line with appropriate reporting guidelines.
• Mentor health team members (including clinical staff) to build capacity and enable them to take on leadership roles, facilitate trainings, staff management, data collection and reporting.
• Supervise health project staff performance
• Travel to International Medical Corps to sites for supervisory visits to monitor the quality of implementation.

Program Design, Development, and Implementation 40%

• Ensure that IMC implementation of the CMAM and IYCF activities conform to internationally accepted standards and country guidelines.
• In collaboration with the team, identify existing project implementation gaps and new opportunities for nutrition and nutrition-related projects and lead on the concept note or proposal development while liaising with interested partners and stakeholders to ensure that proposed activities and programs align with best practice in the nutrition sector.
• Proactively monitor program implementation, promptly reporting unexpected delays, costs or quality issues to Program Director with proposed solutions and undertake appropriate corrective action.
• Using the monthly pipeline, track health budget verses actuals and adjust activity work plan accordingly. Ensure proper budget spending trend in accordance with Donor and International Medical Corps procedures.
• Work with nutrition team to ensure that nutrition program supplies are of acceptable standards.
• Contribute to the preparation of monthly sitreps.
• Ensure timely submission of nutrition staff timesheets in collaboration with HR/Finance department.
• Plan and follow up on health program staff leave requests, absentees etc. in collaboration with HR department.
• Participate in recruitment of all health and nutrition program and facility staff, including identifying gaps, drafting ToRs, and participating in recruitment, as necessary.

Representation and Coordination 10%

• Maintain strategic relations with nutrition cluster partners, MOPHP
• International Medical Corps is a member of SAG at national level, have been participating in all meetings,
• International Medical Corps has a nutrition cluster Co-chair in the South hub,
• Represent IMC and liaise with local authorities, MOPHP, UN, and I/NGOs to promote International Medical Corps profile, facilitate successful coordination of activities, and ensure transparency in the community.

Prevention of Sexual Exploitation and Abuse

• Actively promote PSEA (Prevention of Sexual Exploitation and Abuse) standards within International Medical Corps and amongst beneficiaries served by International Medical Corps

Qualifications

• Master in Public health nutrition or equivalent in Nutrition/Public Health from recognized learning institution plus 3 years of experience in related field
• Bachelor degree in Nutrition or related field of study with 5 years of experience in related field (minimum 3 years in emergency response setting)

Experience

• A minimum 5 years of experience in managing nutrition programs in emergency settings.
• International experience required
• Experience in managing and working with a multicultural staff.
• Ability to motivate and counsel staff working in a complex emergency environment.
• Experience writing proposals and managing information related to large-scale emergency response and reporting to donors BHA, ECHO, GAC, OCHA and other private donors)
• Insight into nutrition services integrated programming
• Demonstrated analytical, motivational, communication, project conceptualization and planning skills
• Experience and understanding of key intuition donors’ policies, guidelines and strategies e.g. BHA, ECHO, GAC, and UN
• Experience in conducting assessments, analyzing and interpreting health data and writing reports to a high technical standard
• Demonstrated experience of working closely with support functions (finance and logistics) on activity and procurement planning
