Operations director | Kazakhstan | 2021

Chemonics seeks an Operations Director for the anticipated USAID Trade Central Asia Activity. This five-year program will improve region-wide trade connectivity and harmonization to accelerate economic growth and increase economic opportunity in Kazakhstan, Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, and will support connectivity with Afghanistan. The activity aims to harmonize customs and border procedures, increase public-private dialog on regional trade and investment, and strengthen cross-border firm-to-firm connectivity. The Operations Director will lead budgeting, finance and accounting, compliance, and project mobilization activities. Additionally, s/he will oversee contract management, and liaise with USAID around program compliance, finance, human resources, and other operations/administration issues or requirements as they arise. We are looking for individuals who have a passion for making a difference in the lives of people around the world. This is a full-time position based in Almaty, Kazakhstan.  

Responsibilities include:  

  • Oversee logistical and operational activities, human resources, procurement, and management of subcontracts   
  • Lead budgeting, reporting, compliance, and project mobilization activities
  • Train and supervise the finance, procurement, and operations staff on issues related to travel and logistics, office and property maintenance and management, personnel, procurement, and project record keeping, as necessary
  • Assist in recruitment, hiring, and on-boarding of identified long-term and short-term positions, including working with candidates to complete verified biodata forms, deriving proposed salaries/rates, developing SOWs and job descriptions and conducting salary negotiations 
  • Liaise with technical leads and home office to ensure timely and effective ongoing administrative and approvals processes, budget review and management, and client communications
  • Facilitate the use of tools and systems required for the planning, implementation, tracking, reporting and quality control of the project’s operational and administrative activities
  • Demonstrated leadership, versatility, and integrity

Qualifications:   

  • Minimum 10 years of experience in finance, grants, and/or administrative work.   
  • Strong understanding of USAID rules and regulations related to program management, procurement, and benefits and compensation considerations
  • Ability to solve complex technical, managerial or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge
  • Demonstrated ability to communicate clearly and concisely both orally and in writing with diverse actors, including government, NGOs and civil society organizations, and the private sector
  • Experience supervising and managing others, and reviewing contracts, service agreements, and scopes of work
  • Fluency in English and applicable local language required
