Job Title: Logistics Policy Advisor

Type of Appointment: Secondment

Duration: One year with possibility of extension

Duty Station: Mogadishu, Somalia (Office of the Prime Minister)

Background

The position will function both as a coordination framework and building capacity mechanism for implementing the government projects that are mainstreamed through sectors from road and ports to enhancing regulation and transit policies. In coordination with national development plan, the aim is to achieve and realize the Somali led and Somali owned vision process and enhance government leadership and ownership in infrastructural development.

The promotion to drive economic growth and business competitiveness of the country through an integrated, seamless, efficient, reliable, green, sustainable and cost-effective logistics network leveraging best in class technology, processes and skilled manpower is fundamental to peace building, reconciliation and conflict prevention. The Prime Minister’s Office (OPM) in collaboration with other relevant agencies is responsible for the design, coordination and formulation of the policies that will create sustainability and build capacity to satisfy the HIPC goals and NDP9, which includes improved infrastructure, harmonizing policies and regulation of transit along the corridors to reduce transport cost that will lead to poverty reduction.

Terms of Reference Logistics Policy advisor

Target Outputs (Measurable Results).

· Provision of expertise, reviews, and recommendations to the Prime Minister’s Office on

the implementation of important operation reforms

· Support the establishment of a functional logistics and operations systems at OPM to facilitate and enhance program engagements.

· Provide analysis of the institutional capacity gaps and providing recommendations to address them, both in a short and medium/long-term.

· Advise the Prime Minister on alignment of operation reforms and prioritization on the context of budget and annual / quarterly OPM work plan.

· Collaborate with and provide guidance to various programs and projects supporting the OPM in order to ensure that support is concerted and focused.

· Assist the OPM in any other issue related to system enhancement.

· Assess the relevancy, appropriateness, efficiency, and effectiveness of the current logistical corridors when there is a humanitarian crisis.

· Draw up a comprehensive digital inventory of logistics assets and manpower that could be used in emergency situations like the ongoing pandemic.

· Advise the prime minister on a national logistics policy to bring down cost and streamlines rules.

· Train and advise best practices on storage and asset management.

· Design and formulate logistical requirement for cross border trade.

· Undertake other assignments/duties as requested by the Permanent Secretary.

Reporting

The Logistics Policy Advisor will report to the PS for the Office of the Prime Minister.

Responsibilities and Requirements

Qualifications and Competencies

· Ability to work with government agencies federal or regional context with deep understanding of inter-regional politics.

· Have in-depth knowledge of the Horn, East African transport and trade routes.

· Periodically monitor the management of risks across all activities regarding the logistical capabilities on humanitarian context.

· Contribute to preparedness actions, such as early warning, risk analysis and contingency planning and make the necessary recommendations.

· Provide adequate logistic preparedness through contingency planning and continues logistic preparedness reviews.

· Contribute Operational capacity building of the office the Prime minister through systemization and training.

· Ability to work constraints which are often outside of your control – these might be resource or time constraints, the difficulty of the task or having insufficient knowledge required to complete the task, or unforeseen changes or problems.

· Excellent interpersonal skills and the ability to interact with partners and staff in a professional and efficient manner.

· Excellent time management skills and ability to prioritize tasks, including ability to work under pressure with competing work demands and to tight deadlines.

· Demonstrated high level of competency with computer packages such as Microsoft Office including Outlook and simple databases.

· Demonstrate a well-developed oral and written communication skills.

· Demonstrate organizational skills and ability to manage own workload.

· Demonstrate initiative and ability to work independently with general direction and broad supervision, as well as ability to work well in a team to achieve results;

· Flexibility to manage a wide variety of tasks and adapt to changing priorities.

· Ability to implement and maintain administrative systems.

Education

· A minimum of Bachelor’s Degree or Advanced Degree in International economics, Development studies, supply chain management with 5- or 10-years respective experience in International setting, UN background would be an asset.

Languages

· Fluency in written and spoken Somali and English.
