Job Title: Senior Lead Advisor on Social Sector Reform

Reports to: Permanent Secretary, Office of the Prime Minister

Type of appointment: Secondment

Advisor to: Office of the Prime Minister

Duration: One year with possible extension

Duty Station: Mogadishu, Somalia (Office of the Prime Minister)

Background

The Prime Minister is mandated with implementing the vision of the President in his role as the leading member of the executive, making full use of all the available tools of the State. The Prime Minister provides strategic vision, innovation, organizational leadership to the Federal Government and directs both the day to day running of Government affairs and the strategic policy objectives – overseeing the Federal Government’s overall performance, Inter-Ministerial policies and strategic planning, reform, coordination and the monitoring/evaluation of the implementation of objectives, policies and programmes by the Federal Government’s institutions.

The current government is tasked to deliver on the government agenda on the basis of the national development plan (NDP9) and the four Pillar as a coordination mechanism for the implementation plan and resource mobilization.

The social Development sector will be responsible to closely interact and coordinate with Social Development relevant Institutions from Federal Government and Federal Member State, Donors, Civil Society Organizations (CSOs), and other key Stakeholders on the coordination and implementation of following key core functions/activities; (a) improving access to essential services (food, clean water, health, nutrition, sanitation, and social protection) (b) developing disaster risk management strategies and initiatives in Banadir region and other Federal Member States (c) building resilience, durable solutions and coping strategies to shocks (d) ensuring to coordinate with relevant FGS and FMS line ministries, donors, CSOs, and community at large in the areas related to Social Development.

Activities / Key Results Expected

Under the supervision and guidance of the Permanent Secretary (PS), Office of the Prime Minister, the Senior advisor on social sector reform will assist the Permanent Sectary, the State Minister, the Deputy Prime Minister and the Prime Minister in enhancing strategic planning, coordination, institutional reform management and monitoring/evaluating key policy initiatives that relates to Somalia’s social sector. The Senior Advisor shall also provide high quality, timely advice/analysis and coordination support on policy, programmatic engagement and monitoring across the FGS with a focus on delivering the government agenda on social sector Pillar in line with the sustainable development goals.

Target Outputs (Measurable Results)

· Supports the Prime minister’s office in understanding the required social sector reforms that can contribute to social sector systems strengthening.

· Synthesizes input and ideas from the country’s’ top leaders, the development partners, the private sector, non-profit organizations and the academic community into Somali social sector reform by enhancing institutional capacity building and transfer of capacities to Civil Servants.

· Work with government and donors to identify best practices and the conditions under which existing resources are most effectively used to improve performance of country’s social sector.

· Support the cabinet subcommittee on social issues – That brings together 12 ministries and six independent institutions- and update the top government officials on progress and deliverables as per the social sector Pillar.

· Ensured the federal government line ministries, and regional member states positively contribute to the ownership of National social sector related policies and strategies.

· Provide technical guidance, strategic advice and programmatic direction for the implementation of the program of work for promoting social sector governance, policy, planning and leadership to the office of the Prime Minister.

· Function as a Team Lead on social sector roadmap and assist the Permanent Secretary and the Prime Minister in leading and coordinating policy formulation and implementation of key Cabinet decisions.

· Assist the PS and the Prime Minister in coordinating the development of policies and programmes that will address key issues and needs, in collaboration with relevant ministries and strategic partners.

· Undertake other assignments/duties as requested by the Permanent Secretary, the PM and the DPM.

Impact Required

Besides the specific outputs mentioned the following steps/actions are required to be undertaken throughout the assignment. These are standard requirements for all assignments undertaken through this contract:

1. Transfer of skills: One of the main responsibilities of the qualified Somali expatriate, and one which he/she will be measured against, will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment. It will have to be agreed with the beneficiary institution which civil servants will have to benefit from this knowledge.

2. Work plan: A work plan will have to be developed with the Supervisor during the first week of assignment which will provide clear and time bound activities to successfully implement the outputs of the assignment.

3. Mid Term Review: there will be a mid-term review of the assignment between the incumbent and the beneficiary institution to discuss progress of the assignment and feedback on performance.

4. Interim and Final Reports: A progress report will be submitted by the incumbent to the Supervisor. Thereafter a final report will be provided at the end of assignment.

Required Skills and Experience

Education

· A minimum of Master degree in Social sector related field. Area of Study

· Health, education, social sector, water engineering etc

Experience

· Minimum 5-8 years of experience in public policy, international development, programme planning and management, monitoring and evaluation, and/or other relevant experience.

· Demonstrated experience in developing public policy and managing multiple complex priorities and.

· Experience undertaking work at high-level center of government coordination including change management/reform processes.

· Experience with working in a fast-paced fragile post-conflict environment.

· Capacity to dialogue with high level political and political/administrative officers and to provide programmatic/political analysis skills and guidance.

· Good judgment in dealing with complex and sensitive policy issues and ability to build relationships and partnerships with multiple and diverse actors.

· Excellent written and oral communication skills and ability to persuasively communicate technical concepts.

Languages

· Fluency in written and spoken Somali and English.
