PURPOSE: Clean Air Task Force (CATF) is a non-profit global organization dedicated to the near-elimination of climate pollution from Earth’s energy, agricultural, waste and forest management systems.

CATF is highly respected for its deep expertise and research on energy and industrial systems and potential strategies, technologies, and policies that can radically shrink their impact on the planet’s atmosphere. Our team of 50+ experts and advocates (and global network of subject matter experts and civil society partners) put this research and knowledge into action by designing and supporting public policies that drive toward zero emissions. We also work directly with private industry to innovate in technology to make the path to zero emissions swift and affordable.

CATF is chartered in the US and Netherlands, and operates globally throughout Europe, Asia, Canada, Latin America, and in multilateral international forums. CATF’s super pollutants initiatives aim to reduce pollutants, such as methane and black carbon that will have the greatest impact on warming the planet over the near term and offer the most promising targets for immediate cleanup. Taken together, efforts to reduce super pollutants globally could prevent more than half a degree C of warming, while also delivering numerous additional public health and ecological benefits.

A key focus of CATF’s Super Pollutants Program is to address the oil and gas industry, which releases millions of tons of methane and other harmful pollution into the air each year. Working in collaboration with other groups, CATF plays a unique role, using our extensive technical knowledge and analytic capabilities to advocate for the most effective policies to reduce emissions from this industry. We advocate directly with regulators and as participants in multi-stakeholder groups and international forums, while collaborating with partner groups to effectively encourage decision-makers to move policies forward.

The Outreach Manager, Science and Technology in Public Policy will seek to harness technological advances in detecting and mitigating methane emissions to advance public policy around the world. Working with the Program Director and International Director (Super Pollutants), the Outreach Manager will seek to advance efforts to bring together science, policy, and technology from around the world to address methane mitigation. Remote sensing technology, including satellite technology, for methane is rapidly developing and integrating these technological advances into public policy will be critical for the future of methane policy and science integration. These new technologies will dramatically change our understanding of emissions and these changes will need to be reflected in both modification to inventories and new strategies to reduce emissions.

The Outreach Manager must have an understanding of remote sensing and technology developments associated with methane abatement. This person will also be comfortable translating science and technology into public policy. They will work with a variety of staff, consultants, outside organizations, governments, and companies, and must have highly effective relationship management skills, and diplomacy. The ideal candidate will also be personally motivated to play a role in the global effort to slow the rate of climate change.

KEY RESPONSIBILITIES:

• Analyzing technical or scientific reports or data to identify policy implications and/or advocacy messages.
• Collaborate with and strengthen connections between policymakers, scientists, and other NGOs working to advance methane detection via satellites, flyovers, drones, on-the-ground measurements, and other technologies, as well as efforts to incorporate measurements into official GHG inventories.
• Produce thought leadership content including blogs, op-eds, LinkedIn commentary posts, reports, whitepapers, analyses, and other compelling material to advance CATF’s super pollutants reduction objectives.
• Create factsheets and other messaging collateral to effectively communicate science and technology developments to key decision-makers, including civil, elected and business leaders.
• Engage with partners and allied organizations to amplify findings and core advocacy messages.
• Stay current on the rapidly developing field of methane monitoring, reporting, and verification (MRV).
• Meet with government leaders and develop written comments to advocate for policy advances at the national, subnational, and international levels.
• Act as a spokesperson with external audiences including partner briefings, media appearances and statements, public speaking, and presentations in stakeholder forums.
• Manage and oversee work by consultants, as needed.

QUALIFICATIONS:

• Master’s degree in science or engineering, with an understanding of quantitative analysis techniques.
• Professional or academic experience deploying or analyzing data from a remote sensing technology, including satellites, flyovers, drones, on-the-ground measurements, or other technologies, preferably in the EU, globally a plus.
• Experience in public policy, issue advocacy, stakeholder engagement or communications.
• Strong analytical skills with an ability to translate complex or technical information into plain language.
• Exceptional writing and communications skills to effectively convey information to partners and decision-makers.
• Demonstrated experience with managing and building relationships with stakeholders.
• Background in climate change and remote sensing, either in the commercial or research area, preferably in the EU, globally a plus.
• Capable of working and collaborating in a virtual office environment; willingness to travel extensively.
• Willingness to work occasional odd hours to accommodate global partners in different time zones.
• Entrepreneurial and self-starting/self-management approach to work requiring minimal supervision.
• English language proficiency required, other European language skills a plus.
• Must be eligible or authorized to work in the EU.
