Chemonics seeks a part time institutional capacity building and gender equality and social inclusion (GESI) specialist for the anticipated USAID Serbia Energy Security Project. This five-year program will support a variety of approaches to build the capacity of energy-sector stakeholders, most notably the Ministry of Mining and Energy (MoME) and local governments, to develop transparent regulatory frameworks, tariff methodologies, and improvements in the operations of energy companies. This position will be based in Belgrade, Serbia. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Assess and evaluate institutional performance on a demand-driven basis
- Draft organizational development plans with public and private sector institutions
- Deploy short-term technical assistance to build the capacity of civil administrators to design management, process development, and service delivery in energy sector
- Collaborate with project technical specialists to design training that builds local understanding of new processes, regulations, and standards for energy system governance, and work with technical teams to develop capacity building plans/roadmaps
- Manage TrainNet and other reporting requirements, and lead capacity assessments for stakeholder institutions.
- Integrate gender into the project’s activities to ensure that energy policies promote gender equality and facilitate access and greater opportunities for women
- Provide policy and advisory inputs to ensure that the program’s activities are responsive to gender priorities, strategic plans and expected outcomes
- Develop a gender action plan based on the expected outcome of the project and support in monitoring and reporting the implementation of the action plan
- Facilitate knowledge building on gender issues in Serbia’s energy sector
- Perform other duties as necessary and as assigned by the Chief of Party
Minimum Qualifications:
- Minimum five years of experience working in capacity building, staff training programs, or similar work
- Experience organizing, facilitating, and designing trainings in collaboration with institutions and highly technical personnel
- Proven experience leading capacity assessments for stakeholder institutions and designing capacity building plans and reports
- Strong communication skills and professionalism with government stakeholders
- Ability to build consensus and coordinate with diverse actors, including government, NGOs and civil society organizations, and the private sector
- Bachelor’s degree in organizational development or related field required. Experience working with Serbia’s energy stakeholders required. Certification in HICD or other capacity building methodologies highly preferred
- USAID or donor-funded experience preferred. Professional English required, fluent or native Serbian required
