Summary of key responsibilities:

The Partnerships Development Senior Officer serves as a technical analyst, reviewer and advisor in support of the development of new projects and/or functional areas so as to ensure that technical, infrastructural services and products are designed, developed and implemented in accordance to customer and UNOPS quality requirements.

The Partnerships Development Senior Officer serves as focal point for developing and monitoring the Quality Control strategy across projects in CDMCO Madagascar. This function comprises the following responsibilities and activities:

Technical Analysis Functions

  • Prepare and review new project technical documents for Engagement development to include all technical and infrastructural related development methodologies and approaches, scope of works, BoQ’s, work plans and associated resource needs;

  • Contribute to analytical notes on project execution of new infrastructure projects;

  • Prepare of activities planning for new projects or in preparation of proposals for Engagements on the technical aspects;

  • Contribute to discussion with IPMG and partners on infrastructure projects; support the Partnership Development Unit in answering technical questions on project Engagement;

  • Contribute to Programme team in maintaining technical standards and best practices in infrastructure projects: design, development and execution.

Partnership Development Support Functions

  • Support the Partnership Development unit by working closely with CDMCO Partnership Development advisor and Team to identify and develop potential new business, customer opportunities and engagement acquisition with targeted potential and current partners;

  • In conjunction with the Partnership Development unit, support business development opportunities in preparing and delivering appropriate proposals and technical specifications and in presenting and discussing them with potential partners;

  • Report to Partnership Development Unit advisor of potential relationship development with Donors, Government, and sister UN agencies and partners in Madagascar.

Quality Control

  • Assist the PMs & teams to initiate the implementation of project activities;

  • Liaise closely with engineering staff ensuring engineering accuracy of construction/rehabilitation activities;

  • Effectively document, follow up and undertake corrective actions – both internal and external.

  • Analyze findings, issues and nonconformance identified during technical audits of IPMG so to recommend and initiate program quality and performance trends;

  • Perform and review quantity calculations and measurements for estimates (incl unit prices) for project proposals, bid, and contract planning and preparations;

  • Ensure that a quality and risk management plan and health safety measures are included in infrastructure projects documents and proposals (including the associated budget) and that they are tailored to the specific scopes;

  • Perform quality assurance inspections at job sites to achieve compliance with contract plans and specifications on all phases of roadway, bridges, and structure and facilities construction/rehabilitation; and prepare detailed inspection reports, with photographs;

  • Make sure that engineering teams in the field have reviewed quality manuals, documents and implementation procedures to verify compliance with industry codes and standards (including health and safety);

  • Assist the Head of Office in Results-based and risk management reporting on infrastructure projects.

Requirements

Education:

  • Advanced University Degree (Master) of science in Civil Engineering/Urban Development/Architecture/ Urban Planning is required;

  • A first university degree (Bachelor) in one of the above field of study plus 2 additional years of relevant professional experience may be accepted in lieu of Master.

Certifications:

  • PRINCE2 certification, at least at Foundation Level, or Project Management Professional (PMP) methodologies is desirable.

Experience:

  • Minimum 2 years of relevant experience in successfully supporting and advising projects in developing country environments is required;

  • Experience with review and/or preparation of new project technical documents for Engagements development to include infrastructural/construction is required;

  • Experience directing and mentoring engineering staff is desirable;

  • Extensive knowledge of infrastructure vertical and horizontal (Physical characteristics and properties of roadways; bridges; Utility systems construction materials) is desirable;

  • Extensive experience implementing works under complex quality and safety plans is desirable;

  • Experience working the UN System is desirable;

  • Experience UN/UNOPS construction and familiarity with infrastructure programmes and the specific challenges to power supply infrastructure in Sub saharan are desirable.

Languages:

  • Fluency in both written and oral English and French required.
