Job description

Overview

The Policy and Communications Manager’s primary responsibilities will be:

  • Developing and managing the overall publication process of the local position papers and other ad hoc publications/reports with support and input from senior management.
  • Making significant contributions to key Chamber publications, including formulating key messaging and drafting of executive summaries and supporting presentations.
  • Expanding and refining the Chamber’s understanding and analysis of various economic trends, macro- and micro-economic developments and pertinent issue areas that will continue to define Sino-European relations in the coming decades.
  • Developing and managing consistent external messaging—in line with the views of working groups and Chamber members at large—for dissemination to key stakeholders in the media, government and other relevant institutions and organisations, with support and input from Chamber management.
  • Coordinating with all internal stakeholders on media and communications issues.

Key responsibilities include:

Policy analysis

  • Continuous monitoring of economic trends for Sino-European relations.
  • Policy and industry research, in particular EU-China relations, WTO commitments and framework, and new Chinese regulations.
  • Track major policy and regulatory developments and trends in China and Europe.
  • Coordinate communication with key government interlocutors in China and Europe and develop relationships on both sides.
  • Lead on Chamber study reports and other publications, and identify and organise new business research and information gathering.

Publications

  • Develop and formulate a publications strategy for the local position papers in close cooperation with the publications team and the Chamber’s management.
  • Develop and implement a concurrent chapter and Chamber publications media strategy.
  • Draft key reports (or to provide key editorial support), including the annual Business Confidence Survey, the Position Paper and its Executive Summary, and other industry- or sector-specific reports and publications (project teams and leads for such initiatives will be assigned).
  • Contributions to other leading Chamber publications, such as EURObiz, and to the Chamber’s website.

Media/External Communications

  • Support the execution of the Chamber and local chapter’s communications strategy as needed, in part by reviewing materials for their media engagement in order to maintain high standards of quality.
  • Contribute to briefing notes on top-line communication issues.
  • Contribute to the drafting of presentations and speeches for high-level, horizontal events where the Chamber will speak and are press facing, as well as general presentations for the Chamber on key issues.

Project Management

  • Expand and maintain close relations with key Chinese and European authorities/organisations.
  • Participate in the development of new research projects.
  • Play a key role in the production of the annual Position Paper.

Skills & experience

  • Outstanding writing and editing skills (native command of the English language).
  • Attention to detail, a focus on content and a creative and journalistic flare to writing.
  • Good understanding of and interest in the Chinese commercial, economic and political environment.
  • Excellent project management skills, independent worker.
  • Ability to work well in a multi-cultural office environment and coordinate well with colleagues in other cities.
  • People management experience.
  • Other European languages and Mandarin are a plus.
  • Willingness to travel occasionally.
