WE ARE LOOKING FOR A POLICY and PROJECT MANAGER WHO WILL:
- Steer, develop and implement a broader Energy Cities’ strategy on heating and cooling topic (capitalize existing cities’ experiences and project results, coordinate the activities related to the topic, incl. communication and policy work, animate a community of cities interested in positive energy district and fossil-free districts);
- Implement EU funded projects, specifically focusing on the transition of the heating and cooling (H&C) sector in buildings (the Horizon 2020 Decarb City Pipes 2050, Positive Energy Districts 4 Cities (funded by JPI Urban Europe), support of the Covenant of Mayors Office):
- Organise and facilitate capacity-building activities and peer-to-peer activities for cities, such as workshops, webinars and study visits;
- Develop content materials (articles, guidebooks, leaflets, etc.), to make the outcomes of events, capacity-building activities and projects available for our community;
- Identify policy barriers and levers to foster the transition of cities;
- Participate in communication campaigns to raise awareness of European, national and local stakeholders to support the development of local heating and cooling strategies;
- Manage projects’ activities (deliverables’ production, quality assurance, risk, cost and schedule management, monitoring of impacts, and reporting of activities).
- Prospect strategic partners and new opportunities, participate in project proposals development, and guarantee good relations with funders and stakeholders;
- Contribute to Energy Cities’ policy work on the topic and other related topics.
- Represent Energy Cities externally at EU or national events.
Indicative effort:
You will work approximately 50% of your time in topic 1 and 40% of your time in implementing projects described under topic 2. The remaining time will be spent on policy activities and the organisation development
WHAT SHOULD YOUR BACKGROUND BE?
- Master level studies e.g. in engineering, economy, management, sustainable energy & climate, sustainable urban development & planning or similar;
- Background in energy policies regarding heating and cooling (renewable energy, building, urban planning) will be positively evaluated;
- Minimum 3 years working experience, preferably with local authorities and urban context;
- Proven project management experience and preferably in the fields of energy and transition, and preferably for projects funded by EU programmes (H2020, Interreg, etc.);
- Interest in system change approaches (governance issues, transition management, stakeholders and citizen engagement, urban and energy planning, policies and financial instruments, etc.).
WHAT SKILLS SHOULD YOU HAVE?
- Proficient user level (C level) in English is required and independent user (B level) of other EU languages is an advantage (especially French), apart from your mother tongue;
- Excellent written and oral communication skills as well as facilitation and training skills;
- Excellent organizational skills;
- Ability to work in an international and intercultural team and environment;
- Ability to demonstrate initiative and a proactive approach to daily tasks.
INFORMATION ABOUT THE CONTRACT:
- The contract will be made under the French or the Belgian law;
- Full time contract of 1 year with a possibility to be extended;
- Location: Besançon (FR) or Brussels (BE);
- Availability to travel in Europe in particular;
- Salary conditions: depending on candidate experience and according to Energy Cities’ salary grid, taking also into account candidate expectations (if any);
- Holidays per year: 20 days plus 26.5 extra-legal days in Belgium; 26.5 days in France
- Working time: 38 hours (Belgium) working week; 39h in France (compensated by 20 RTT)
