POLITICAL AFFAIRS OFFICER (Temporary Job Opening) [Temporary]


This post is found within the Security Council Affairs Division (SCAD) of the Department of Political and Peacebuilding Affairs (DPPA) at Headquarters in New York. Under the overall supervision of the Director of the Security Council Affairs Division, the incumbent reports directly to a Senior Political Affairs Officer in the Division’s Subsidiary Organs Branch (SCSOB). SCSOB provides support to subsidiary bodies established by the Security Council, particularly sanctions committees and groups/panels of experts who assist them in overseeing sanctions regimes.

Responsibilities

Analyses political and related events within assigned area with a view to provide early warning advice to ASG/USG or Head of Mission. Reviews and monitors activities on the agendas of the Security Council and its subsidiary bodies related to the maintenance of international peace and security and assesses trends which might affect the situation and the impact of intra-regional issues such as sanctions and natural resources. Prepares analytical reports and papers on sensitive and high profile matters of concern to the General Assembly, Security Council, or other bodies; drafts notes, background papers, talking points, speeches and other correspondence for senior UN officials. Participates in the organization and supervision of Secretariat services required by the Security Council and to other committees and bodies related to its work. Provides up-to date information to senior officials regarding substantive political matters and country or regional issues and makes recommendations on actions to take. Maintains contacts with other sectors of the UN, other international organizations and governments on coordination and policy matters; briefs representatives and provides, as appropriate, suggestions and recommendations. Participates in conferences, seminars and academic for a related to his/her assigned area of expertise. Carries out, in consultation with the Committee Secretary, administrative functions relating to staff planning and budget.

Drafts plans for start-up of operations and participates in the activities of implementation. Sets up relevant databases on sectoral bans and other areas pertaining to the DPRK sanctions regime. Gathers, selects and analyses information contained in databases, publications and online information from various sources pertaining to the DPRK sanctions regime. Researches, collects, consolidates and documents reports and materials related to the work of the 1718 Committee and the DPRK Panel of Experts. Organizes and administers electronic databases in support of the Panel of Experts’ work.Establishes liaisons with international and external organizations to attain information and external expertise for the work of the Panel of Experts. Travels with the experts as necessary on missions to provide technical support.Meets regularly with the Panel of Experts and briefs them on the procedures, practices and working methods of the Security Council and its subsidiary organs. Education

Advanced university degree (Master’s degree or equivalent) in political science, international relations, international economics, law, public administration or other related is required. A first-level university degree in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, conflict resolution or related area.

Experience conducting research for academic institutions, international or regional organisations, think-tanks, or non-governmental organisations is desirable.

Experience working on sanctions implementation and policy is desirable.

Experience in providing support to the Security Council or its subsidiary bodies is desirable.

Experience in nuclear-related issues is desirable.

Languages

English and French are the working languages of the United Nations. For this position, fluency in English (both oral and written) is required.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

  • This position is temporarily available until 25 October 2021. If the selected candidate is a staff member from the United Nations Secretariat, the selection will be administered as a temporary assignment.
