Project Context Based on the UN Security-Council Resolution 2510 (2020), which endorsed the conclusions of the international Conference on Libya in Berlin, the United Nations Support Mission in Libya (UNSMIL) brought together in November 2020 75 Libyan women and men representing the full social and political spectrum of the Libyan society to form Libyan Political Dialogue Forum (LPDF) with the objective to enhance the political dialogue and foster a sustainable political solution for the country. The first in-person meeting of the LPDF was held from 7 to 15 November 2020 in Tunis and resulted in the Roadmap to pave the way for the unification of the government through an interim executive followed by the conduct of national elections on 24 December 2021. The second in-person meeting of the LPDF from 1 to 5 February 2021 in Geneva confirmed the Roadmap and achieved the selection of an interim Government of National Unity, endorsed by the House of Representatives (HoR) in March 2021 in the anticipation of national elections later in the year. The decision to hold credible, inclusive and democratic national elections on 24 December 2021 will be a historic date, as it falls on the day of Libya declared independence in 1951, 70 years ago, and it will provide Libyans with an opportunity to end the transitional phase and choose a new way forward. The roadmap represents a rights-based process and responds to the hopes and demands expressed by the many Libyan stakeholders, groups and people the UN has engaged with throughout this process thus far. Welcoming the abovementioned political progress, UN Security-Council Resolution 2570 (2021) further calls on the LPDF to take steps to facilitate the elections if necessary. UNDP Libya works closely together with UNSMIL through the joint project on Political Dialogue. UNDP Libya provides logistical and operational support to UNSMIL’s endeavors for a peaceful political solution for Libya. Institutional Arrangements The position is be based in Tunis, Tunisia, in support of UNSMIL. Mission travel to Libya is expected as well as to other countries/regions upon request when required for the functions. The Political and Constitutional Affairs Advisor Expert technically be supervised by UNSMIL PAS Director and reports administratively to the Political Dialogue Project Manager. Under the supervision of UNSMIL PAS Director, the Political and Constitutional Affairs Advisor will assist UNSMIL PAS Director in facilitating the development and implementation of constitutional basis for national elections as well as in PAS overall mediation and political work including fostering dialogue amongst Libyan key partners, including the LPDF and relevant Committees.
