The position is assigned to the Office of the Director General (OPSD) of Private Sector Operations Department (PSOD). PSOD provides investment capital to private sector entrepreneurs, corporates and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia and the Pacific. It catalyzes, structures, and funds investments in privately held and state-sponsored companies across a wide range of industry sectors. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB’s organization-wide mission to promote environmentally sustainable and inclusive economic growth. Position title upon appointment is Principal Institutional Coordination Specialist (Human Resources and Strategic Planning).

Job Purpose

The role holder supports the Director General and the senior management team of the Private Sector Operations Department (PSOD) in managing all matters relating to people, budget, and resource planning.

The role holder acts as the central point of collaboration and liaison between PSOD and the Budget, People and Management Systems Department (BPMSD), and other departments where appropriate.

The role holder will report to the Senior Advisor, PSOD and will supervise National staff and Administrative Staff.

Responsibilities

Human Resources
• Advise management on a forward-looking basis on all people issues and take the lead in resolving these, working closely with the HR Business Partner.
• Lead the planning, implementation, and communication of PSOD’s performance management cycle, including drafting of the departmental workplan and key objectives for cascading to staff.
• Lead the annual promotions and talent exercises for PSOD.
• Lead the planning and implementation of the PSOD learning & development program in collaboration with the Learning & Development Team in BPMSD.
• Lead the process for identifying and implementing staff recognition and awards. Monitor the administration and usage of awards across the department.
• Lead the allocation to business units of new vacancies within the department and coordinate, advise and guide on all hiring activity and other people actions.
• Coordinate the administration and communication regarding ADB’s Staff Engagement Survey, lead the drafting of management action plans. Monitor and report to management on progress against action plans.
• Assist in developing appropriate internal communications to promote knowledge sharing across the department.

Resource Planning
• Lead the development of a strategic staffing plan to identify resourcing needs and develop the business case to support PSOD’s resourcing request, including for the “out posting” PSOD staff to build presence in Developing Member Countries, the markets which we serve.
• Regularly review the organizational design and structure of PSOD, propose changes to align it with strategic growth aspirations and best practice.
• Maintain a senior succession plan for the department.
• Lead the engagement with BPMSD on the annual Work Force Analysis exercise.
• Lead, in collaboration with other team members, PSOD’s inputs into the Work Program and Budget Framework, working closely with BPMSD & the Strategy and Policy Department.
• Contribute to the development of HR management information systems.

Budget
• Maintain forward looking staff consultant budget and hiring plans, adjusting, and communicating to BPMSD as needs develop throughout the year.
• Engage with BPMSD in the annual budget setting exercise. Monitor and report to management upon departmental budget usage on a regular basis.
• Identify and action potential efficiency or cost savings.
• Liaise with BPMSD to make any needed intra-year budget adjustments, including requesting additional funding to accommodate needs.

Property
• Lead the engagement with the Corporate Services Department on all property matters.

Qualifications

Relevant Experience & Requirements

• A Master’s Degree, or equivalent in Business Administration, Human Resources, or University degree and at least 5 years specialized experience relevant to the position can be considered.
• At least 12 years of relevant HR management experience with evidence of an aptitude for strategic, logical, and practical thinking.
• Excellent analytical and negotiation skills, and good interpersonal skills, with ability to liaise effectively with all types of internal and external clients.
• Excellent oral and written communication skills in English.
• International experience working in several countries/cultures.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
