The position is assigned in the Transaction Support Division (PSTS) within the Private Sector Operations Department (PSOD). PSTS is responsible for providing timely and effective business support to line-level PSOD staff and is composed of six (6) teams: 1) development impact ; 2) integrity due diligence and technical assistance; 3) environment safeguards; 4) social development safeguards; 5) gender; 6) economic analysis and performance tracking. PSOD provides investment capital to private sector entrepreneurs, corporates and project sponsors, as well as financial intermediaries, such as banks, throughout developing Asia. It catalyzes, structures, and funds investments in privately held and state-sponsored companies across a wide range of industry sectors. Its emphasis is on commercially viable transactions that generate financial returns while also delivering on ADB’s organization-wide mission to promote environmentally sustainable and inclusive economic growth. Job Purpose
The Principal Results Management Specialist (Development Impact) leads the Development Impact team and provides high-quality support to PSOD to ensure satisfactory development outcome of ADB’s private sector operations, works with PSOD deal teams in quality assurance and provides solutions on the identification and assessment of development effectiveness of private sector transactions in accordance with ADB’s new ex-ante development impact framework, coordinates all matters related to development effectiveness and prepares PSOD’s Annual Development Effectiveness Report. The incumbent will report to Director, PSTS and may supervise national and administrative staff.
Responsibilities
a. Ex-ante Development Impact Assessment
• Leads the piloting and implementation of the new ex-ante development impact framework for PSOD
• Provides support to project teams in identification, ex-ante assessment and monitoring of PSOD projects, in accordance with ADB policies, strategies, and guidelines.
• Provides robust feedback and views on the soundness of development effectiveness of private sector operations and guides project teams in presenting such material to stakeholders and clients, both internal and external
• Supports PSOD teams in maintaining appropriate standards of quality in identifying and monitoring of development effectiveness and helps to identify potential development impact and additionality of transactions
• Leads development of guidelines and training material for project teams and management on the new ex-ante development impact framework
• Supports PSOD Management in institutionalization of the new ex-ante development impact assessment framework by providing necessary input on technical and process related matters.
b. Development of the Portfolio Approach
• Leads the work on development of the Portfolio Approach tool for PSOD
• Contributes to the design and enhancement of the Portfolio Approach architecture to ensure alignment with the needs of the Management and with PSOD priorities
• Leads the analytical work behind the Portfolio Approach tool ensuring effectiveness and usability of the tool
c. Development Effectiveness Reporting and Data Management
• Constantly monitors development effectiveness data quality and develops mechanisms to strengthen and improve quality where possible
• Leads the review of relevant ADB documents to ensure quality, consistency and alignment with relevant ADB and PSOD strategies and policies from a development effectiveness perspective
• Ensures effective consolidation of development effectiveness data for PSOD, and preparing PSOD papers on development effectiveness to be used for communication to Management and the Board
• Leads preparation of PSOD’s Annual Development Effectiveness Report by coordinating within PSOD and undertaking consultations with relevant ADB departments
d. Strategic Planning
• Leads all work related to enhancing the development effectiveness of private sector projects
• Participates in interdepartmental working groups to provide inputs from PSOD’s perspective on strategic issues, with a particular focus on representing PSOD’s views on development effectiveness
• Coordinates with other relevant ADB departments for consistency on strategic issues, integration of policy commitments, and knowledge sharing
• Contributes to various harmonization initiatives of Multilateral Development Banks (MDBs)
e. Knowledge sharing
• Participates in sector and thematic networks to keep abreast of latest developments and issues of relevance to PSOD
• Liaises with other MDBs to harmonize the identification, monitoring, and reporting on development effectiveness of private sector operations
• Ensures effective dissemination of knowledge and information about the PSOD new development effectiveness tools (including ex-ante development impact assessment tool and the portfolio approach) within PSOD and among relevant departments of ADB
f. Staff supervision
• Provides leadership and support to reporting staff
• Supervises the performance of reporting staff, provides clear direction and regular monitoring and feedback on performance
• Ensures the on-going learning and development of reporting staff
g. Management Support
• Performs any other tasks that the PSOD Senior Management Team may assign to support PSOD and ADB operations.
Qualifications
Relevant Experience & Requirements
• Master’s Degree or equivalent in economics, finance, public policy, development, or business administration, or University degree and at least 5 years specialized experience relevant to the position can be considered
• At least 12 years work experience preferably in the field of development impact assessment and evaluation, with a specific focus on private sector operations
• International experience working in several countries
• Sound knowledge and experience with designing and implementation of ex-ante development impact assessment framework
• Understanding of the portfolio management concepts of development impact
• International experience working in development in several countries, preferably in Asia and the Pacific region
• Proven ability to work in teams and capability to work in multi-cultural environments
• Experience in managing teams and complex projects
• Excellent skills in data governance and the use of advanced data processing and visualization tools
• Excellent written and verbal communication skills in English is required

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
